Northeast, California Dips Stand Out Amid Overall Flatness

While nearly all the production-area points held steady withchanges of no more than a penny or two in both directions, it wasdelivered prices in the Northeast, Midwest and California that gavethe cash market a taste of volatility Thursday. Northeast citygatesrepeated as the day’s big losers with declines from about 35-38cents (Transco Zone 6-NYC and Texas Eastern M-3) to more than 50cents (Iroquois Zone 2 and Algonquin citygate) as the regionexperiences a very slow warming trend from its early-week chill.Ranges were very large as prices fell steadily while tradingproceeded, one source said.

Due to rising market-area demand following the weekend, Florida GasTransmission found it necessary to reinstate Monday an Overage AlertDay notice that it had lifted Friday after a three-day run (see DailyGPI, Oct. 4). The low-linepack OFOcarries 8% tolerance for negative daily imbalances and applies to thesystem east of Station 12 (Santa Rosa County, FL). FGT also continuedto extend maintenance at Sabine Pass Plant/Johnson’s Bayou insouthwestern Louisiana, which was originally scheduled to end May 17,1999, but said late last week it was increasing allowable volumesthrough the facility by another 10 MMcf/d, raising its total capacityto 110 MMcf/d.

The Chicago Board of Trade (CBOT) closed an hour earlyyesterday, due to a power outage on the western loop area ofCommonwealth Edison’s (ComEd) power supply system. Thomas Donovan,CEO of the CBOT, said the outage was caused by three out of fourtransformers in the West Loop being out of service. ComEd did notreturn phone calls. The outage left 2,300 people in the heart ofChicago without power. Although no gas contracts are traded at theCBOT, the two electricity contracts traded at the exchange wereclosed at 2 p.m. EST. The exchange said its open outcry marketswill open normally today, and its electric trading system, ProjectA, is scheduled to open at 8 a.m. (Chicago time). There was noovernight trading at the CBOT.
