Citing colder than normal forecasts for the Kansas Citymetropolitan area, Williams implemented an OFO Monday, effectiveuntil further notice. Among other conditions, the OFO suspends allinterruptible storage and park-and-loan service loan activity “asrequired,” and imbalance gas due customers is not available.

Panhandle Eastern reported experiencing a rupture Saturday onits Haven 400 Line in Kansas. A segment will be out of serviceuntil repairs are completed and the line returned to service, whichPanhandle estimated Monday will be today. Other Haven lines are notaffected. The capacity reduction is 200 MMcf/d, but based oncurrent nominations no impact to firm service is anticipated,Panhandle said.

MRT is implementing a System Protection Warning today with theseprovisions: no mainline IT, AOR or imbalance volumes for will bescheduled for delivery north of Glendale Station in Arkansas; firmvolumes will be limited to their primary direction of flow; andshippers should balance deliveries north of Glendale (including theMarket Zone) with receipts. Affected shippers were encouraged tore-source supplies to the East Line, where capacity is currentlyavailable, or reduce applicable delivery volumes in order to avoidan individual OFO.

Kinder Morgan Interstate issued an OFO that took effect Mondaymorning with penalties of $25/MMBtu “plus gas index price” for anynegative imbalance calculated after applying available no-noticeservice. KMI said Monday’s supply nominations were about 37% lessthan projected on-system load of 313,000 MMBtu/d. A market-areatemperature range of seven degrees below zero to 10 degrees abovezero is expected to remain through at least Thursday, KMI said.Another impact of the weather siutation, it added, is theexpectation of production freeze-offs.If this happens, KMI willnotify shippers immediately of the need for alternate supplies.

Northern Natural Gas had a System Overrun Limitation notice ineffect for all market area zones Monday and today.

Northwest said Monday an arctic cold front was not impacting itsprimary market areas as severely as forecasted, and thus effectivetoday it is moderating its Declared Entitlement period for deliverypoints north of Kemmerer (WY) Station from a a Stage I at 3%tolerance (see Daily GPI, Dec. 11) to a Stage II at 8%.

Florida Gas Transmission said effective Wednesday it will addEnron Sabine Pass Plant to a list of four points being restricteddue to excessive levels of hexane and other liquids (see Daily GPI,Dec. 11). The Enron plant will be limited to total receipts of80,000 MMBtu/d until furthern notice.

Effective this morning Reliant will reduced IT, AOS (authorizedoverrun service) and secondary deliveries in these line segments:J, JM-1, T, OM-1, BT-1 South, Line AM-47 (East Texas System) andAT-5 (East Texas System). Reliant reminded all shippers and poolmanagers to have adequate supplies to meet deliveries because itwill not allow cumulative long positions to cover daily deliveries.Reliant also said it had notified “certain shippers” to bring extraNo Notice supplies today for the critical peaking load forecastedat the TGT Helena, TETCO Jefferson and Lone Star Wood Countyinterconnects.

Signaling a rapid about-face in market conditions, NOVA changed itsdaily imbalance tolerance Sunday to 0/+20% after having had it at0/-20% last Wednesday (see Daily GPI, Dec. 8) and then revising it to the normal+10%/-10% Friday.

Starting today and running through Dec. 22, El Paso will removethe Bondad 2A turbine and replace it with a new unit, reducingstation capacity by 85 MMcf/d. The work is being done now becauserecent volumes through Bondad have not required the operation ofall three units, El Paso said, so no scheduling impact is likely.The pipeline also said investigations and repairs on Line 1200between the San Juan Mainline and Gallup Stations have progressedto the point that it can estimate when portions of the line will bereturned to service. About 50 MMcf/d is expected to becomeavailable Thursday, and another 100 MMcf/d is due Saturday,returning the line to normal capacity.

Pipeline problems caused by the current economic woes of gasprocessing operations (see Daily GPI, Dec. 11) continue to mount.ANR advised shippers that “numerous” processing plants on itssystem have shut in, and due to the lack of processing caused bythese closures and in anticipation of more closures, “it is likelyto be necessary to issue an OFO.” Such an OFO would restrictreceipts not destined for processing and that have a heat contentexceeding 1,060 Btus per cubic foot.

CIG said it is receiving gas in many areas with water contentexceeding its tariff specifications, which provide for maximums ofseven pounds of water vapor per Mcf within Kansas, Oklahoma andTexas and five pounds per Mcf in all other states. CIG noted it hashistorically granted waivers of its water content spec whenfeasible in order to achieve goals of operational flexibility andgood customer service. However, because of operational issues thathave recently arisen, the pipeline will revise and formalize thewaiver policy effective Jan. 1, 2001. See the bulletin board fordetails.

Koch Gateway is performing both scheduled and unscheduledmaintenance at its Jackson (MS) Compressor Station. Unit #2 isunavailable until Wednesday, reducing station capacity by 125MMcf/d. Unit #3 will be unavailable until Dec. 21.

Effective March 1, 2001, Sonat proposes to revise its tariff toallow releases of no-notice service. Currently, if a shipperreleases FT-NN service, “the acquired service acts like FT serviceand does not retain its no-notice attributes,” the pipeline said.It plans to make a tariff filing by Jan. 29, 2001, to remove thisrestriction. In addition, Sonat will hold a conference call todayat 1:30 p.m. CST to review and discuss the proposed changes in itscapacity award procedures. See the bulletin board for details.
