After canceling last week’s Unauthorized Overpull Penalty situationFriday (see Daily GPI, Nov. 13), El Pasoreinstated the OFO Monday until further notice. The Window Rock (AZ) BStation was brought back partially online late Saturday afternoon,causing the previous 250 MMcf/d reduction of North Mainline capacityto fall to 150 MMcf/d. That level of constraint will remain in effectuntil the next block of compression becomes available sometime thisweek, the pipeline said.

Citing sustained colder weather conditions, Kinder MorganInterstate said Monday it continues to experience rising on-systemloads without corresponding increases in supply nominations. Itestimated on-system loads for Monday’s gas day at about 268,000MMBtu/d and said this would be about 28% above the correspondinglevel of nominations. If the situation continues, the pipelinewarned, Unauthorized Overrun and/or OFO declarations will becomenecessary. It listed five receipt points where bring on extrasupplies would be beneficial to the KMI system.

Northern Natural Gas shut in its 26-inch Hobbs System in NewMexico Monday for five days of maintenance, affecting 160,000MMBtu/d at 11 receipt and delivery points.

Deliveries from Matagorda Offshore Pipeline System (MOPS) intoTejas have been cut to zero through Wednesday due to installationof ultrasonic measurement equipment. Available alternate deliverypoints are KM Texas (formerly MidCon Texas), HPL, NGPL, KochGateway and Seadrift.

NOVA said compression problems experienced Sunday at ClearwaterCompressor Station had been resolved, allowing it to lift an ITdelivery restriction at the ABC (Alberta/British Columbia) BorderMonday morning. However, ABC delivery capability will be limited to2,521 MMcf/d today through Thursday to accommodate planned work atWinchell Lake Compressor Station. In addition, NOVA reduced itsdelivery capacity at Gordondale (bidirectional border interconnectwith Westcoast) to 108 MMcf/d Friday, effective until furthernotice. The constraint was related to a force majeure declarationFriday at Westcoast’s Pine River Gas Plant, where problems with the#3 sulfur train reduced processing capacity by half. However, thePine River problems were resolved and the force majeure was liftedSaturday morning, a Westcoast spokesman said.

Capacity at Transwestern’s La Plata Compressor Station will becut to about 325,000 MMBtu/d during one-day maintenance Wednesday;it will return to the normal 500,000 MMBtu/d Thursday. TheNorthwest/Ignacio, Williams/Ignacio and Amoco Florida points willbe affected. In addition, San Juan Lateral capacity of 800,000MMBtu/d will fall to about 500,000 MMBtu/d Wednesday and Thursdayas Transwestern performs maintenance at the Bloomfield, Bisti andGallup Compressor Stations.

El Paso scheduled pigging of Line 1203 (Maricopa Line) forWednesday, Nov. 21-24 and Dec. 2. The work will reduce MaricopaLine deliveries of San Juan Basin gas to the Phoenix area by 60MMcf/d.

Effective until March 31, 2001, Williams is implementing alimited waiver of its tariff specification of 1% maximum carbondioxide content in the gas stream. The waiver will be for gas withup to but no more than 1.5% carbon dioxide by volume. The waivermay be canceled at any time prior to March 31, 2001 on two days’notice (the termination may be immediate if system operations areimpacted), in which case the maximum will return to 1%.

Columbia Gulf has proposed to build a 37-mile, 20-inch-diameterpipeline lateral that would run from its mainline in RichlandParish, LA, to an interconnect in Warren County, MS. The $20-milVicksburg Lateral would transport 285 MMcf/d. It would includedelivery points to Entergy Mississippi, an electric utilitycompany, and Warren Power LLC, an independent power producer.Columbia filed an application with FERC for the project earlierthis month.
