Southern California Gas had appeared set to allow a high-linepack OFO that was initiated on Tuesday of last week to expire Wednesday. However, Tuesday afternoon it said the OFO would continue for at least one more day. The utility also recovered 150 MMcf/d of injection capacity Tuesday at its Aliso Canyon storage facility after force majeure repairs to a K-25 gas generator that had begun March 19 were completed.

Southern Natural Gas reported experiencing an unscheduled engine outage at Bienville Compressor Station in north-central Louisiana. No impact to firm capacity is anticipated, but until repairs are completed Southern does expect some reduction in available IT in the Group 48-Perryville West segment.

Based on its current and projected storage injection capabilities, ANR said it will resume allowing DDS, MBS and FSS Overrun injections effective for Thursday’s gas day. Those services had been restricted since mid-March (see Daily GPI, March 17). ANR also said Tuesday it was lifting capacity restrictions at CONTANGO (Eugene Island 63/11 offshore Louisiana) effective immediately.

Northern Natural Gas noted that it has held several discussions with upstream pipelines regarding receipts at its Beatrice, NE, interconnect with Trailblazer Pipeline (TBPL/NNG Beatrice), “where the carbon dioxide (CO2) levels are significantly exceeding Northern’s tariff limit and causing related operational issues/concerns.” Northern said it has been unsuccessful in facilitating upstream pipeline CO2 reductions at the interconnect, and in addition has been unable to resolve the associated operational issues/concerns. The pipeline also said it does not expect system conditions to change sufficiently to enable it to blend the high-CO2 gas to acceptable limits. Thus it will begin allocating TBPL/NNG Beatrice interconnect until the CO2 problems are resolved, which Northern said could require cuts of more than 200,000 MMBtu/d (see the bulletin board for more details). “To allow adequate time for shippers to address this issue with upstream suppliers and pipelines,” the allocation will not be implemented until April 8, assuming the CO2 issues haven’t been resolved earlier, Northern said.

In a related note, CIG said it and affiliate Wyoming Interstate Co. (WIC) are delivering gas into Trailblazer that complies with Trailblazer’s tariff. But if Northern cuts TBPL/NNG Beatrice receipts, then Trailblazer may have to reduce quantities it will accept from WIC at Dullknife and from CIG at Tomahawk, CIG said.
