New York Lawmakers in Last-Ditch Effort on Frack Rules

Just before a 30-day public comment period in New York on proposed rules governing high-volume hydraulic fracturing (HVHF) was set to expire on Friday, three influential state lawmakers called for the comment period to be suspended, citing a lost state report on the practice that surfaced earlier this month. Barry Smitherman was appointed to the Railroad Commission of Texas for a term that is to expire at the next general election. Smitherman, who lives in Austin, TX, is chairman of the Public Utility Commission of Texas, a position he has held since 2007. He is a member of the U.S. Department of Energy electricity advisory committee and a board member of the National Association of Regulatory Utility Commissioners. He is vice president of the Southwest Power Pool regional state committee and an ex officio board member of the Electric Reliability Council of Texas. Smitherman received a bachelor’s degree from Texas A&M University, a law degree from the University of Texas School of Law, and a master of public administration from Harvard University.

Southern California Gas (SoCalGas) kept a high-linepack OFO in place through Sunday, then allowed it to expire Monday. SoCalGas also said it lost 100 MMcf/d of North Needles border delivery capacity Sunday for an undetermined amount of time when it declared a force majeure at the receipt point in order to replace a piston on the #1 unit.

January Rallies on Expiration as Forecast Gets Colder

Despite the lack of trading volume due to the shortened week in between holidays, January natural gas futures on Tuesday rallied 10.4 cents on the day to expire at $4.216. February futures, which is the new prompt-month contract, added 13.3 cents to close at $4.288.
