Southern California Gas declared a high-linepack OFO for Saturday, saying it would assess Buy-Back charges in accordance with its tariffs to customers who deliver into its system more than 110% of their actual gas usage on the OFO day.

After lifting Friday a Stage 3 high-inventory OFO that had been in effect for three days, Pacific Gas & Electric issued a new Stage 3 OFO for Saturday. The OFO carried noncompliance charges of $5/Dth for exceeding a 5% tolerance on positive daily imbalances.

Questar noted that with the Clay Basin storage facility approaching its maximum inventory level, “the reservoir pressure has risen such that it is critical that Questar begin restricting injections in order to stabilize the Clay Basin reservoir for the upcoming [Oct. 11 injection] test.” Questar said it cut injection volumes to elapsed pro rata flow for Friday’s gas day and would limit injections to 50,000 Dth/d Saturday through Tuesday. The reservoir test will be conducted Wednesday with an injection rate of 200,000 Dth/d, the pipeline said.

NGPL lifted Friday a force majeure declaration that it made Sept. 27 when it found that a compressor unit at Station 342 in Cameron Parish, LA required repairs.

Columbia Gulf said it planned to reduce delivery capacity into Florida Gas Transmission at Meter Station 4118 to 10,000 Dth/d Saturday (Oct. 7) until further notice.

Destin Pipeline said the Southern Pines Storage facility will become available as a valid delivery point effective Monday (Oct. 9).
