Citing current inventory levels and scheduled storage shut-in testing, Dominion said an OFO will take effect Wednesday. It said it has taken certain actions that will affect Appalachian pool operators bringing gas into the Dominion system. In order to preserve the pipeline’s ability to receive gas for injection from firm customers, the OFO requires all shippers to ensure that all confirmed scheduled nominations for receipts will equal deliveries. Southern California Gas declared a high-linepack OFO effective with the Intraday 1 nominations cycle for Tuesday, saying Buy-Back charges will be assessed to shippers who exceed a 10% tolerance for positive daily imbalances on the OFO day. Normally SoCalGas announces an OFO on the day prior to its being implemented, but the e-mail notice of this one wasn’t sent until early Tuesday morning.

El Paso said late Monday afternoon it would lift a Strained Operating Condition effective with the start of Tuesday’s gas day. Work being done at the pipeline’s Washington Ranch storage facility was suspended to make injections possible again. “Storage injections combined with the actions taken by shippers to balance their receipts and takes have contributed to a stabilization of linepack and trends indicate linepack will decline to acceptable levels,” El Paso said, adding that the Washington Ranch work will be rescheduled at a later date.

During an outage of Sable Offshore Energy Project (SOEP) facilities that begins Wednesday and runs through Sunday, no SOEP supply will be available to Maritimes & Northeast Pipeline (M&N). As a result, no volumes will be scheduled to flow south through Baileyville Compressor Station until the outage ends, N&N said. “Due to limited operational flexibility during the period of the outage, no due shipper resolution or creation of due pipe imbalances will be allowed, it added. Maritimes US will be available to transport gas quantities if confirmed supply is available, M&N said. The only potential receipt point available during the outage will be the Westbrook interconnect with Portland Natural Gas Transmission System.

Florida Gas Transmission said capacity will be zero Thursday and Friday at the FGT/Transco St. Helena interconnect in South Louisiana while it performs unscheduled maintenance. During normal operations up to 60,000 MMBtu/d is scheduled there. An Overage Alert Day remained in effect on FGT Tuesday.

Following several days of having a normal 10% pack/10% draft imbalance tolerance range, Westcoast will revert Wednesday to the zero pack/20% draft that had been in effect for many weeks.
