CA Regulators Okay $49 Million for PG&E Smart Meter Pre-Start-Up Funds

Sending a message it wants both aggressiveness and cost-effectiveness in a billion-dollar utility meter-change-out proposal, the California Public Utilities Commission Thursday granted Pacific Gas and Electric Co. $49 million in pre-start-up funds — despite a staff recommendation to slash the amount to $7 million — for its proposed five-year effort to transform all of its natural gas and electricity utility customers to advanced (“smart”) metering systems.

Duke Power, MidAmerican Energy File Grid Coordinator Plans at FERC

In separate filings submitted to FERC, Duke Power and MidAmerican Energy proposed to implement independent grid coordinator plans. For its part, Duke Power wants the Midwest Independent Transmission System Operator (MISO) to serve as its independent transmission coordinator, while MidAmerican plans to contract with a yet-to-be-determined independent transmission service coordinator (TSC).

The American Public Gas Association (APGA) wants the Energy Information Administration (EIA) to make a “full and public statement” about what happened on Nov. 24, when an erroneous natural gas storage report was inadvertently released and triggered a significant rise in futures prices, a spokeswoman for the group said Monday.

Chevron Gains Mexican Environmental Approval for Baja LNG Terminal

ChevronTexaco Corp., which wants to build an offshore liquefied natural gas (LNG) receiving and regasification terminal about eight miles off the coast of Baja California, Mexico, last week gained approval for the project from Semarnat, Mexico’s environmental agency. The oil major still needs approval from other Mexican regulatory officials, including the Comision Reguladora de Energia, before construction may begin.

Shell Turns Focus to Sustainable Development

The chairman of Royal Dutch/Shell Group said Thursday that the London-based major wants to contribute some of its technology efforts toward sustainable development, because energy needs by 2050 “could be two to three times more than today.”
