The Centro Nacional de Control de Gas Natural (Cenagas) is working to create Mexico’s first natural gas hub by next year in the industrialized northeastern region, just across the border from South Texas.

As natural gas production in the Permian Basin surges to levels that could essentially tap out the physical capabilities of existing infrastructure in and around the supply region by 2019, the horse race is on for companies to build pipelines that could connect these supplies to new demand markets not too far from home.

Western Gas Partners LP’s Delaware Basin Express LLC is holding a nonbinding open season through Sept. 30 for a new pipeline that would serve portions of Reeves, Loving and Ward counties in Texas with capacity from the Delaware Basin to the Waha Hub.

A 36-inch diameter portion of the Oasis Pipeline System’s Waha-to-Katy line at a remote location in Central Texas, between San Antonio and Austin, ruptured and an explosion appears to have damaged a compressor station early Thursday morning.

Transwestern declared an OFO for the second day in a row Thursday, saying allocations were being made at the GulfTerra Ward and GulfTerra Waha Pecos delivery points. “In order to preserve the safe and efficient operation of the pipeline…Transwestern has rescheduled volumes to the points to more closely match actual flow rates,” a bulletin board posting said. According to a spokesman, the volumes were reduced by an unspecified amount.

The Keystone facility, located in the Permian Basin near the Waha hub, is conducting a non-binding open season through Sept. 1 to secure interest in firm natural gas storage services for 1 Bcf of capacity, according to Unocal Midstream & Trade (UMT). Its fourth cavern is expected to be in service by the end of this year.
