The Marcellus Shale Coalition (MSC) announced this week that Chesapeake Energy Corp. vice president of government affairs Dave Spigelmyer has been re-elected as the organization’s chair. Randy Albert (COO, Gas Operations, CONSOL Energy), Scott Roy (vice president, Government and Regulatory Affairs, Range Resources Corp.) and John Mollenkopf (senior vice president and COO, MarkWest Energy Partners) were re-elected as vice chair, treasurer and secretary, respectively. The 2013 executive board members are: Dave Cannon, deputy general counsel, Government and Environmental Affairs, EQT Corp.; Jeff Kupfer, senior advisor, Policy and Government Affairs, Chevron; Heather Lamparter, vice president, Legal, EXCO Resources (PA), LLC; Craig Mayer, general counsel, Pennsylvania General Energy; Gary Smith, vice president and general manager, EOG Resources; and Jack Williams, president, XTO Energy. John Bonn, president of NiSource Midstream Services, NiSource Gas Transmission & Storage, and Terry Bossert, senior vice president, Environment & Regulatory Affairs, Chief Oil & Gas, were elected by their peers to serve as at-large members of the Executive Board. Formed three years ago as an organization tasked with addressing issues regarding the production of natural gas from the Marcellus and Utica Shale plays, the MSC has grown to a diverse, member-driven organization representing virtually every business segment along the robust shale supply chain in the region.

Pipeliner Plains Buying Crude Rail Terminals

Plains All American Pipeline LP (PAA) is buying three crude oil rail terminals in the Eagle Ford, Bakken and Niobrara producing regions, as well as various contractual arrangements, from U.S. Development Group (USD) for $500 million.

West Texas NGL Pipeline Enters Service Early

The Lone Star West Texas Gateway NGL (natural gas liquids) Pipeline has entered service, transporting NGLs from the Permian and Delaware basins in West Texas to Mont Belvieu, TX, project partners Energy Transfer Partners LP (ETP) and Regency Energy Partners LP said Tuesday.

Chimera’s Non Hydraulic Extraction System Still Under Fire

Chimera Energy Corp., which had seen its stock price increase substantially this summer based on its claims of a deal with Mexico’s state-owned petroleum company, has since lost both its CEO and almost all of its stock value in the wake of concerns about the accuracy of many of the company’s statements.

After resigning earlier this year as Wyoming’s oil/natural gas supervisor after being openly critical of federal environmental regulators (see Shale Daily, June 18), Tom Doll has secured a position as a senior petroleum engineer with the Energy and Environmental Research Center, a nonprofit unit of the University of North Dakota. Doll now works for the center’s oil/natural gas technical group, focusing on reservoir characterization and simulation, geomechanics and providing “operational excellence” for clients. Working remotely from his Wyoming base, Doll also works in emissions control, coal utilization and water management for the Grand Forks, ND-based organization. Wyoming has yet to name a supervisor in its Oil/Gas Conservation Commission to replace Doll.

A judge’s pretrial decision this week to allow punitive damages in the consolidated civil legal cases filed against Pacific Gas and Electric Co. (PG&E) following the San Bruno, CA, pipeline explosion two years ago does not lessen the chances of a settlement, a PG&E spokesperson told NGI Thursday.
