Eagle Rock Energy Partners LP and Apache Corp. have struck a new fee-based gas gathering, processing and purchasing agreement in support of Apache’s drilling in the Texas Panhandle. Apache has dedicated all existing and future wells drilled within an area encompassing more than 106,000 gross acres in Hemphill, Lipscomb, Ochiltree, Roberts, Hansford and Sherman counties under market-based terms. The agreement supersedes and expands on previous agreements between Eagle Rock and Apache. The dedicated acreage covers the Granite Wash, Hogshooter, Tonkawa, Marmaton and Cleveland plays in the Anadarko Basin. The associated Apache production will be gathered and processed at one or more of the partnership’s cryogenic processing plants in the Panhandle. Eagle Rock’s Panhandle assets consist of 6,500 miles of gathering pipeline and more than 480 MMcf/d of processing capacity, with an additional 60 MMcf/d of processing capacity expected to come online in the second quarter.

Continental Pledges to Reduce Flaring in Bakken

Responding to a shareholder resolution earlier this year, Continental Resources Inc. said it plans to reduce flaring of associated natural gas at its oil wells in the Bakken Shale to “as close to zero percent flaring as possible.”

A round of public forums on California’s discussion draft regulations on hydraulic fracturing have begun in Los Angeles and will continue with a second workshop scheduled to be held March 13 in Bakersfield, CA, by the Division of Oil, Gas and Geothermal Resources. Jason Marshall, chief deputy director of the state’s Department of Conservation, said “interesting and helpful comments” were obtained at the Los Angeles session Feb. 19. Marshall said the goal is have new regulations in place in the next 12-18 months. In the upcoming workshop, the discussion draft rules will be broken into seven parts, with four parts discussed in morning sessions and three in the afternoon. The final session will allow for public comments and questions. A third workshop will be held in Sacramento later this year.

Shales Help Push Lower 48 Production Up 1% from Year Ago

Natural gas production in the Lower 48, boosted by output from shale plays, was up to 72.70 Bcf/d in December, almost 1% (0.62 Bcf/d) over December 2011, but down 1.1% (0.83 Bcf/d) compared with November, according to the most recent data from the Energy Information Administration (EIA).
