Transportation Notes

Much as it did last week (see Daily GPI, Jan. 2), Sonat implemented an OFO Type 3 Monday for eight market-area groups on its system (Birmingham Group, South Main Zone 2, Atlanta Group, South Main Zone 3, East of Wrens, South Georgia-Lee County, Brunswick Group and Savannah Group). The pipeline also resumed allocations of interruptible capacity in the Chattanooga Group, East Tennessee Group and North Alabama Group.

Sonat said Friday that based on system conditions and projected demand, it did not expect to implement an OFO Type 3 or Type 22 through Tuesday. “However, current forecasts show cold temperatures through the end of next week. We also expect an increase in load for the start of the gas day” Jan. 2, the pipeline continued, urging shippers to keep their after-hours contacts up to date in case an OFO became necessary to protect the system’s operational integrity. Transportation Notes

Sonat reported experiencing an unscheduled outage Tuesday on its 10-inch La Rose Field Line in St. Martin Parish, LA. The pipeline declared force majeure and said no nominations will be scheduled until further notice at the La Rose Field Receiving Station. Only one producer with an “insignificant” amount of production was affected, a spokeswoman said.

Transportation Notes

Sonat plans to offer a blanket IT discount for any gas received at a Production Area zone pipeline interconnect and delivered to an interconnect in the same zone. The rate of 5 cents/Dth plus applicable fuel (includes all surcharges) will be implemented July 1 and remain in effect on a month-to-month basis until further notice. Transportation Notes

Because of production receipts upstream of its Logansport (LA)facilities continuing to exceed capacity, Sonat issued a Type 5 OFOthat took effect Saturday. Volumes delivered into the system thatexceed 104% of scheduled quantities will be penalized $15/Dth. TheOFO affects 25 Logansport Field points and 24 Joaquin Field points.

Sonat said it anticipates storage injections will exceed thedaily capacity of its storage fields this week. The weatherforecast is for a continued warming trend through Friday, andinstead of receipt nominations going down they actually went up forthe gas day of Wednesday, the company said. If Southern does notsee a reduction in receipt nominations for Thursday’s gas day it ishighly likely that it will have to implement an OFO.

Shut-in on Sonat Averted — For Now

A threatened shut-in of 250 MMcf/d or more of deep-water gasproduction connected to Southern Natural Gas Co.’s system wasaverted — at least temporarily — as the owners of keyprocessing facilities in Louisiana last Thursday re-started some oftheir operations to satisfy the long-line pipeline, which claimedthe production fell short of its specifications for delivery. Theproducers, however, said their gas more than met Southern Natural’squality specs, and that they were being unfairly held to a higherstandard than other shippers on the pipeline’s system.
