Columbia Gas said Tuesday that until further notice there is zero nonfirm receipt capacity for gas entering lines BM-39 in Martin County, KY; BM-19 in Lawrence County, KY, and Wayne County, WV; and PM-117 in Martin County, KY, and any pipelines feeding into these lines. This is for the purpose of making capacity available for firm services, Columbia said. See the bulletin board for a list of affected meters.

The project’s demise could be at hand, but a spokesman says an appeal is as well.

The operator at the Lost Creek receipt points on CIG and WIC has reported operational problems that will preclude gas flow at those locations for the next two to three days, according to a CIG bulletin board posting late Tuesday afternoon. “Therefore, no gas will be scheduled at these locations until the operator has recommenced service to CIG and WIC,” the posting said. “Shippers should not use these locations for their gas supply requirements during this period.”

Southern California Gas, which recently exited a segment outage on Line 4000 that caused a 700 MMcf/d reduction of border receipt capacity (see Daily GPI, Dec. 7), said it will isolate the line again Friday from Newberry to Main Line Valve 12 (a total of 36 miles) to repair a leak. The will cause a one-day capacity loss of 690 MMcf/d at the Topock, North Needles and Questar border points, leaving total combined throughput not to exceed 650 MMcf/d, SoCalGas said.

Questar said it will be restricting nominations at 11 receipt points on Tuesday because of elevated hydrocarbon dewpoint levels on its Southern System near Greasewood. Questar said would restrict points that have a hydrocarbon dewpoint above 80 degrees and expects the restrictions to continue through the winter months.Pacific Gas and Electric on Monday lifted the systemwide operational flow order that had been in place over the weekend because of high system inventories.El Paso Natural Gas said work on the Gallup compressor station, which has cut about 110 MMcf/d of capacity, should be completed by Wednesday’s gas day.

Sea Robin issued an OFO, effective at the start of Wednesday’s gas day, for all offshore receipt points. As previously posted, Sea Robin said, it has been notified by the third-party operator of the onshore processing plant on its system that onshore dehydration and processing is not available until damage suffered as a result of Hurricane Rita is repaired. “As a result of imbalances that currently exist, as well as those that continue to build…, pipeline pressures have increased to extreme levels” that required the OFO, Sea Robin said. The OFO will remain in effect until high-pressure conditions return to a normal operating range, it added.
