Alliance Adding Short-Haul Service to Remarket Capacity

With shipper contracts expiring in 2015, Alliance Pipeline Ltd. said Friday it will develop receipt and short-haul services to complement its “bullet line” service from Western Canada to Chicago, as well as provide hub services such as the Natural Gas Exchange and the Alliance Chicago Exchange project.

Kern River Seeks to Expand System to Meet Power Generation Demand

Kern River Gas Transmission Co. has filed an application at FERC to expand its pipeline system between existing receipt points in Lincoln County, WY, to the Pecos delivery point in Clark County, NV, by 266,000 Dth/d to meet growing power generation demand for natural gas.

U.S. receipt terminal operators may be buoyed by the Standard & Poor’s Ratings Services (S&P) announcement last Monday that it was giving an “A” credit rating to the expansion of liquefied natural gas (LNG) liquefaction facilities in Qatar, which could become an increasingly important supplier to the United States. S&P placed a “stable” outlook on the Qatari government and ExxonMobil joint venture developing LNG processing infrastructure, Ras Laffan LNG Co.

Maritimes & Northeast Pipeline has begun receipt and redelivery of gas from the Canaport liquefied natural gas (LNG) terminal in Saint John, NB, the pipeline said. In January Maritimes placed into service its Phase IV Expansion to facilitate delivery of gas from Canaport to markets in Maine, New Hampshire, Massachusetts and Atlantic Canada (see Daily GPI, Jan. 6). The project doubled Maritimes’ U.S. year-round firm mainline capacity from approximately 400 MMcf/d to approximately 800 MMcf/d. “The addition of imported LNG realizes another milestone in the history of Maritimes and our efforts to add incremental supplies from diverse sources to ensure our markets have access to ample natural gas,” said Maritimes President Tina Faraca. The Phase IV Expansion has allowed Maritimes to reduce its mainline recourse rates. The pipeline has filed a rate application with the Federal Energy Regulatory Commission requesting an effective date of Aug. 1 for the reduction to its recourse rate. Maritimes is owned by affiliates of Spectra Energy (77.53%), Emera Inc. (12.92%) and Exxon Mobil Corp. (9.55%).

Kern River Offering Capacity to California

Kern River Gas Transmission Co. is holding a nonbinding open season through June 18 for firm year-round transportation service from receipt points in Wyoming and Utah to delivery points into California. Any new expansion service resulting from the open season would be available by Jan. 1, 2013.

Transportation Notes

NGPL said a gas quality problem was reported at the CEM/NGPL BECKHAM receipt point in Beckham County, OK, and the point became unavailable for scheduling Wednesday until further notice.
