CA Energy Panel Delays Gas, Energy Trends Action

To allow more public and stakeholder input, the California Energy Commission postponed until next month issuing a report on state electricity and natural gas trends. The report was requested by the legislature along with a separate, higher profile report on natural gas infrastructure issues, which also will be delayed.

Transportation Notes

Maintenance at the Sable Offshore Energy Processing Plant that had been scheduled for April 16-19 (see Daily GPI, April 2) was postponed. The tentative work period now is from midnight April 18 to midnight April 20. Maritimes & Northeast Pipeline expects only about 35% of capacity to be available for deliveries during that time. Full system capabilities are anticipated for April 21.

El Paso postponed to an indefinite date Guadalupe Stationmaintenance that had been set for today and Wednesday. Wenden Aturbine work began Sunday, one day earlier than previouslyannounced, and will run through Friday, reducing Havasu Crossovercapacity by 100 MMcf/d, the pipeline said.

Transportation Notes

Florida Gas Transmission postponed until further notice thereplacement of 120 feet of 36-inch pipe under High 331 betweenStations 12 and 13 in the Florida Panhandle, and also canceled theassociated Overage Alert Day east of Station 12. The project had beenscheduled for Thanksgiving Day (see Daily GPI, Nov. 16). FGT still planned to take Station14 down to tie in additional facilities but delayed the start date byone day to Saturday (Nov. 27). That outage is expected to lastthrough Dec. 1 and limits market area deliveries to about 1.3Bcf/d. However, FGT removed the Overage Alert Day notice that waspreviously posted for the work.

FERC, New Jersey Showdown over MarketLink Postponed

A showdown that was brewing between FERC and New Jersey Gov.Christine Todd Whitman over the hotly contested MarketLinkexpansion was defused late last week when Chairman James Hoeckerblinked. On Thursday, Hoecker had said the Commission intended toproceed with a vote on MarketLink despite Whitman’s threat that thestate would sue if the project was approved. But he did a completeabout-face the following day by pulling the MarketLink,Independence Pipeline and SupplyLink projects from the agenda forTuesday’s pre-Thanksgiving meeting. A FERC statement simply saidthe orders wouldn’t be completed in time.

Northwest postponed smart pig runs that had been scheduled fromthe Sumas to Mount Vernon and from the Washougal to Willardcompressor stations (all are in Washington state) for Sept. 23 andSept. 29 respectively. Northwest said the runs will take placeduring the week of Oct. 4 and that it decided to eliminate dummypig runs.
