Noting that its linepack was low and cold weather was forecast to move into its Florida market area Tuesday night and Wednesday morning, Florida Gas Transmission (FGT) implemented an Overage Alert Day for market-area customers Tuesday. The tolerance for negative daily imbalances was set at 25%. FGT said it would not interrupt previously scheduled ITS-1 service for Tuesday’s gas day in the market area “below the elapsed prorated scheduled quantity.”

PG&E Sees January Gas Bills Drop 6.9% Amid National Price Decline

Noting a decline in wholesale natural gas prices nationally, Pacific Gas and Electric Co. (PG&E) announced earlier this month that average January retail gas bills will decrease 6.9%, compared to January 2007 ($97.64 this month vs. $104.83 a year ago). The decrease is a combination of the lower wholesale costs for gas and smaller volumes of gas being used by customers, PG&E said.

FERC Nixes NNG’s Revamping of Quality Standards and Practices

Noting that the publication of its Gas Quality Policy Statement (PL04-03) “was not a pretext for pipelines to completely revamp the gas quality and interchangeability standards in their tariffs,” FERC recently rejected an attempt by Northern Natural Gas to make major changes in its quality standards specifications and in the manner those standards are applied or waived.

Transportation Notes

Noting that it began performing anomaly investigations between the Pleasant View and La Plata B compressor stations Friday, Northwest said Primary firm nomination requests flowing south through Pleasant View compressor station were exceeding the available capacity of 318,000 Dth/d. Therefore, the pipeline said, a Declared Deficiency Period will be in effect for all days except Sundays through the work’s expected completion Sept. 7. Based on Pleasant View’s design capacity of 352,446 Dth/d, the Daily Deficiency Volume is 34,446 Dth/d, Northwest said. The full design capacity will be available on all Sundays.

The summer update released Friday was similar to the forecaster’s mid-May outlook (see Daily GPI, May 18).

Transportation Notes

Noting that it is currently repairing leaks in the TL-264 segment, Dominion said Tuesday it was hoping to make the repairs without shutting in production. However, line pressures behind Cornwell Station got too high and it became necessary that production in bubbles 2207, 3225 and 3226 behind Cornwell’s No. 9 unit and in bubbles 2205 and 2206 behind Cornwell’s No. 7 and 8 units be shut in immediately until further notice.

AZ Regulators Warn Against Oil/Gas Finance Fraud

Noting $100,000 in penalties it assessed to a multi-firm operator for fraudulent oil/natural gas investments in the state earlier in the week, the Arizona Corporation Commission (ACC) Thursday issued a warning to consumers to beware of scam artists trying to take advantage of volatile and sometimes skyrocketing prices for the two energy commodities. The state’s chief utility and business regulatory panel jointly circulated an “investor alert” from the North American Securities Administrators Association (NASAA).
