Following up on its August sale, the Bureau of Land Management (BLM) last week issued oil and natural gas leases for the Roan Plateau, noting that issuance of the leases does not automatically authorize drilling. “Additional environmental analysis and public planning will occur prior to any drilling on the Roan Plateau,” an Interior Department official said.

GAO Urges Review of Interior’s Oil, Gas Fiscal System
Noting that the U.S. government’s “take” of revenues from oil and natural gas production is one of the lowest in the world, the Government Accountability Office (GAO) in a new report has recommended that Congress direct the Interior Department to undertake a broad review of its federal oil and gas fiscal system to determine whether it is collecting an appropriate share of royalties from producers.

Near-Flat Prices Dominant; West Mostly Softer
Flat or near-flat quotes were common in the East while much of the West was racking up some sizeable losses Thursday. Mixed price moves that had been mostly higher the day before became mostly lower as the cash market weighed the potential of Tropical Storm Fay causing offshore shut-ins and prior-day futures support against light cooling load in many areas.

Noting that its linepack was “lower,” Florida Gas Transmission (FGT) issued an Overage Alert Day (OAD) for market-area customers Monday. The tolerance for negative daily imbalances was set at 25%. FGT also said customers should be aware of the potential for either another OAD or an Underage Alert Day (UAD) this week. Heavy rain is forecast in Florida for Tuesday through Thursday, the pipeline said, so it may need to issue a UAD if linepack levels become too high. “However, high temperatures and humidity can follow rainy weather. If this occurs, FGT may need to issue an Overage Alert Day to maintain reliable levels of linepack.”
Transportation Notes
Florida Gas Transmission ended Wednesday an Overage Alert Day (OAD) that had been in effect for the previous two days, but noting that Florida forecasts call for 90-degree weather continuing for a few more days, it warned shippers of the potential for a new OAD being issued on an upcoming gas day.

While hardly a nightly newscast goes by without noting the high cost of gasoline, the American Public Gas Association (APGA) is telling Congress it better do something to address high natural gas prices and warns that this December’s heating bills will reflect a doubling in the commodity cost from a year ago.
