S&P: SoCal Muni Gas Financier Unhurt by Subprime Fallout
Noting it has made some “minor tweaks” to its portfolio of public-sector bond financing packages, the Southern California Public Power Authority (SCPPA) executive director said Tuesday that none of the authority’s renewable and other energy projects currently being pursued have been affected by the subprime mortgage market meltdown that continues to adversely affect some of its counterparties. Standard & Poor’s Ratings Services (S&P) reiterated double-A level credit ratings for SCPPA.

Noting forecasts of 90-degree weather in Florida, Florida Gas Transmission (FGT) issued an Overage Alert Day for market-area customers Monday. The tolerance for negative daily imbalances was set at 25%. FGT said it would not interrupt previously scheduled market-area ITS-1 service for Monday below the elapsed prorated scheduled quantity.

Noting that for Thursday’s gas day primary nominations northbound through the Kemmerer (WY) Compressor Station were about 700,000 Dth/d in the Timely cycle, Northwest asked that customers who may be subject to a Kemmerer Realignment OFO voluntarily realign supplies from points south of Kemmerer to points north of the station in order to reduce primary nominations below the operational capacity of 680,000 Dth/d. If nominations in the Timely cycle for Friday exceed 680,000 Dth/d through Kemmerer, Northwest said, it may issue a Notice of Recall and declare an OFO to become effective Saturday. Northwest reminded Receiving Parties that all points north of Kemmerer are still under a Stage II (8% imbalance tolerance) Overrun Entitlement and it encouraged them to procure “sufficient supplies north of Kemmerer to avoid the issuance of an OFO and possible entitlement penalties.”

PPL Corp. has agreed to sell its natural gas distribution subsidiary, PPL Gas Utilities Corp., and propane subsidiary, Penn Fuel Propane LLC, to UGI Utilities Inc., it said last week, noting the move allows it to focus on its power generation and electricity delivery businesses.
