Northwest notified shippers that due to the current shut-in of Questar‘s Clay Basin storage facility (see Daily GPI, Oct. 8) and the need to protect its own Jackson Prairie storage account for the upcoming winter season, “Northwest is no longer able to mitigate the overscheduling of Kemmerer” Compressor Station. Thus a recall advisory and realignment OFO were to become effective Saturday (Oct. 11) until further notice, Northwest said. It will issue the daily OFO obligations to affected parties if the primary firm scheduled quantity through Kemmerer is above the design capacity of 655,000 Dth/d. Shippers with OFO obligations must realign nominations from receipt points south of Kemmerer to receipt points north of Kemmerer, “or may elect to voluntarily reduce their nominations through Kemmerer by the OFO volume or take other mutually agreeable action to alleviate the problem,” the pipeline added.

Citing a pipeline leak found in a road crossing on the Palmyra to Hooper C-Line, Northern Natural Gas declared a force majeure Friday for the Palmyra North Nomination Group and said repairs would begin Saturday. The work will impact Palmyra North capacity by 351,000 MMBtu/d, Northern said, and therefore the Palmyra North group capacity would be limited to 135,000 MMBtu/d Saturday until further notice. “Deliveries north of Palmyra may be impacted depending on quantities nominated,” Northern said. Tennessee said Friday it had completed maintenance at South Pass 77 on Line 527A 700 and allowed four affected meters to resume flows. Inclement weather had delayed completion of the project (see Daily GPI, Oct. 7).

Questar reported being able to get Unit No. 3 at Oak Spring Station running Thursday night and said it began accepting all Tier 1 (primary to primary) nominations for the ML 104 segment Friday.

Effective Nov. 1 through March 31, 2009, Southwest Gas will be unable to accept nominations for receipts from Transwestern or El Paso due to winter capacity constraints on its southern Nevada distribution system, the LDC said Friday. “This applies to all shippers whose contracts with Southwest do not have firm receipt rights at these locations,” it said.
