Because Primary firm nomination requests through the Cisco Compressor Station have exceeded the available capacity of 276,000 Dth/d, Northwest notified shippers of a Declared Deficiency Period that began Tuesday. The station is undergoing a turbine changeout that reduces its capacity from the normal 359,000 Dth/d (see Daily GPI, March 4). Based on the design capacity of 359,000 Dth/d, the Daily Deficiency Volume is 83,000 Dth, Northwest said. The Declared Deficiency Period is expected to last through the end of Thursday’s gas day.

Due to low linepack conditions and the potential for declaration of a Strained Operating Condition (SOC), El Paso said Tuesday it was postponing this week’s Washington Ranch storage facility maintenance (see Daily GPI, March 3) for one day. The pipeline said it had set the probability of declaring an SOC or a Critical Operating Condition to high because of linepack shortfalls.

Destin Pipeline reported that the Pascagoula Gas Processing Plant near the Mississippi coast is on schedule to begin an estimated 10-day turnaround at 6 a.m. CST Friday. Destin’s export line from Main Pass 260 to the plant will not be available during this work. The alternative delivery point during the turnaround for offshore production will be Viosca Knoll Gathering System (VKGS), Destin said. It anticipates that operating pressures at Main Pass 260 will increase to approximately 1,200 psig to facilitate deliveries to the VKGS delivery point. Destin transportation services for onshore facilities will not be affected by the turnaround.

ANR reminded FSS and STS storage customers that Cycling Fuel charges will be assessed on volumes in excess of 20% of the Maximum Storage Quantity (MSQ) effective with the withdrawal season-ending balance on March 31.
