Northwest began an annual inspection of its Soda Springs Compressor Station Monday that is scheduled to run through May 22. Because primary firm nomination requests through the station exceeded the available capacity of 580,000 Dth/d, Northwest notified shippers of a Declared Deficiency Period that will continue through the end of the inspection.

Transportation Notes

Northwest, which began anomaly repairs Tuesday near the Muddy Creek Compressor Station, said primary firm nomination requests through the Muddy Creek South Constraint Point had exceeded the available capacity of 160,000 Dth/d. Therefore it notified shippers of a Declared Deficiency Period that is expected to remain in effect through Friday. Based on a design capacity of 513,000 Dth/d, the Daily Deficiency Volume is 353,000 Dth/d, Northwest said.

Transportation Notes

Because Primary firm nomination requests through the Cisco Compressor Station have exceeded the available capacity of 276,000 Dth/d, Northwest notified shippers of a Declared Deficiency Period that began Tuesday. The station is undergoing a turbine changeout that reduces its capacity from the normal 359,000 Dth/d (see Daily GPI, March 4). Based on the design capacity of 359,000 Dth/d, the Daily Deficiency Volume is 83,000 Dth, Northwest said. The Declared Deficiency Period is expected to last through the end of Thursday’s gas day.

Transportation Notes

Due to fabrication problems on Line 1300/1301, a total outage of the San Juan Crossover has been extended through nomination cycles 1 and 2 Friday, El Paso said. Zero capacity on the crossover previously had been scheduled to end after Thursday’s gas day (see Daily GPI, May 14). “Barring any more unforeseen problems, the capacity can possibly be raised to 584 MMcf/d for [Friday’s] Cycle 3…which will include the reduction of 44 MMcf/d due to one section of Line 1301 remaining out of service,” the pipeline said. Restoration of full crossover capacity of 628 MMcf/d is set for Saturday.

Senate Energy Panel Approves Third FERC Nominee

The Senate Energy and Natural Resources Committee by unanimous voice vote Wednesday approved the nomination of Marc Spitzer for a seat on the Federal Energy Regulatory Commission. The favorable vote places him in queue with two other FERC nominees who are awaiting confirmation by the full Senate.

Senate Panel Schedules Hearing for FERC Nominee Marc Spitzer

The Senate Energy and Natural Resources Committee said it will hold a hearing next Wednesday to consider the nomination of Arizona regulator Marc Spitzer to a five-year term on the Federal Energy Regulatory Commission. He will replace outgoing Commissioner Nora Mead Brownell.

Transportation Notes

As a result of further investigations at individual production platforms, Trunkline said Thursday it has added receipt points to a list of those unavailable for nomination due to operational issues on the particular platform (see bulletin board for details). As these issues are resolved, the points will be removed from the list, it said. Field personnel have partially completed pressure testing of the line east of Trunkline’s T-25 platform at Ship Shoal 139. The remaining sections to be testted are the legs east of T-22 at South Timbalier 175 and the 319B-4400 line between T-21 and T-22. All other Terrebonne System sections have sucessfully passed the pressure tests, Trunkline said.

Senate Energy Committee to Hear Kelly Nomination to FERC

The Senate Energy and Natural Resources Committee said that it has scheduled a hearing for June 8 to consider the Bush administration’s renomination of Suedeen Kelly to the Federal Energy Regulatory Commission.
