Columbia Gulf reported completion of repairs to a leak on its 20-inch offshore CNT Line upstream of the B side of the Eugene Island 250 platform. Operators were being allowed Wednesday to resume flow at eight meters — four where Columbia Gulf and Tennessee have connections at the same platforms and another four Tennessee meter locations that were affected when the leak was discovered last week (see Daily GPI, March 24).

Industry Brief

Williams said that subsidiary Transcontinental Gas Pipe Line reduced the cost of its Leidy, PA-to-Long Island, NY expansion project by about $47 million through a reverse open season and based on market interest in the project. The expansion is designed to add 100,000 Dth/d in firm transportation volumes to its pipeline in November 2007. Transco has been able to reduce the estimated capital cost of the project to $103 million from about $150 million.

FERC Orders High Island Offshore to Pay Refunds of About $15.6M, Plus Interest

The Federal Energy Regulatory Commission last week ordered High Island Offshore System (HIOS) to refund charges, along with interest, that have been collected since a transportation rate hike went into effect on its system in July 2003. Agency staff estimated that shipper refunds will amount to about $15.6 million, excluding interest.

Columbia Gulf cited weather as the reason for a delay in repairs on the 24-inch line between Eugene Island 250 and the Bluewater Header. Weather permitting, repairs are expected to begin Thursday, it said. Seven meters common to Columbia Gulf and Tennessee on the Bluewater system and another four Tennessee-only meters must remain shut in until further notice.

Tennessee Gas Pipeline declared a force majeure event Thursday for meters on its 24-inch line in the area of Eugene Island 240 to repair a pipeline leak. About 12 meters were shut in as a result. The company also declared a force majeure event for meters on the 26-inch line between Ship Shoal 198 and Station 523, Cocodrie (Blue Water East Leg) in order to repair damage to the sub-sea flange at Ship Shoal 157. The outage is expect to last until Saturday’s gas day.

Spinnaker Shuts In Offshore Gas Well Following Fire

A fire broke out around 8 a.m. Wednesday at Spinnaker Exploration Co.’s High Island Block 47 “A” platform facility offshore during a routine maintenance operation. Damage was limited to an area immediately adjacent to and including the natural gas metering shack. Company personnel have re-boarded the facility to assess the extent of the damage and investigate the fire’s cause, the company said.

Exxon Mobil Ramps Up Production on Sable Project’s Tier 2

Kicking off the next phase of the Sable Island project, Exxon Mobil Corp. said last week that natural gas production has begun at the Alma field, the first Tier 2 production from the Sable project, located 125 miles offshore Nova Scotia.
