With Enron’s Bahamas LNG project on the rocks because of the bankruptcy and no sign yet of El Paso’s LNG plans for the island, AES took the lead spot last month in the race to build a liquefied natural gas import terminal in the Bahamas with a pipeline to Florida. The company filed an application with the Federal Energy Regulatory Commission for the $440 million Ocean Express pipeline.

Cartier Pipeline Fights for Share of Sable Island Gas
Producers and consumers alike stand to gain if Quebec and Ontario secure access to natural gas from the new production fields offshore of Nova Scotia that have to date been tapped almost entirely for exports to the northeastern United States, according to Gaz Metropolitain of Montreal and Enbridge Inc., owner of Toronto distributor Enbridge Consumers’ Gas. The two companies are proposing to build a new pipeline, the Cartier project, that would connect markets in Quebec City with a new lateral off of the Maritimes & Northeast Pipeline in New Brunswick.

NGPL took scheduled volumes at the Torch-High Island 71 platform to zero for today’s gas day after a leak was reported on pipeline facilities there. The platform is offshore Texas in the Texok Zone-Gulf Coast. Developments will be updated on NGPL’s bulletin board.

A leak was confirmed at the Mustang Island 762 platform on the Northern Natural Gas-operated Matagorda Offshore Pipeline System off the Texas coast. The point was taken to zero flow, causing the shut-in of about 8,000 MMBtu/d until further notice. Personnel are evaluating the leak for repairs.

Houston-based Vector Energy Corp. recently completed the testing of three wells at its Mustang Island Block 818-L off of the Texas Gulf Coast. The wells tested at a combined rate of 1.6 MMcf/d. The company reported that there are still three wells on the location that need to be tested. “I am excited that finally we have test results from these wells that substantiate the proven reserves we have always anticipated,” said Sam Skipper, CEO of Vector. “I believe the remaining wells will also be very productive. All are exhibiting wellhead shut-in pressures in excess of 4,000 pounds, which is similar to the pressures experienced on the three wells that have been tested. All that remains is for the pipeline to be pigged and then sales can commence.”

Sea Robin said divers are investigating a reported leak on the “J” leg part of its offshore Louisiana system near Eugene Island Block 295, requiring the leg to be removed from service. The pipeline ceased accepting nominations at affected points Tuesday until further notice.

NewEnergy is seeking natural gas supply for its commercial,institutional and municipal customers in Massachusetts, RhodeIsland and Connecticut. The company issued a request for proposals(RFP) for an undetermined amount of supply this week. Stephen J.Remen, a managing director in NewEnergy’s New England office, saidthe amount will be determined after a supplier is found and a salesproposal can be sent out to NewEnergy’s customers, which numbermore than 20,000 in the three states. “This new gas RFP willposition us to offer both electricity and natural gas service toincreasing numbers of customers as we anticipate the marketbecoming more competitive in the months ahead,” said Remen. “As themarket continues to evolve we want to solicit bids on gas supply tomaximize the dollar savings that we can offer our customers.” TheRFP requires citygate delivery and behind-the-citygatetransportation management. Maritimes at 300 MMcf/d and Rising
About 300 MMcf/d of Sable Island gas is flowing through theMaritimes & Northeast Pipeline currently to markets in theU.S., a spokeswoman for the pipeline company said last week. Thepipe, which transports gas produced offshore Nova Scotia, isexpected to be shipping 450 MMcf/d by summer and 530 MMcf/d whenthe Halifax, St. John’s and Point Tupper laterals in Canada areconstructed and open for service.
