Ruby’s Anchor Shipper Gets Favorable Nod from CPUC ALJ

The 680-mile proposed interstate natural gas pipeline — called Ruby Pipeline — that would extend from the Opal Hub in Wyoming to an interconnect at Malin, OR, took another step toward becoming a reality last week after Pacific Gas and Electric Co. (PG&E), the project’s anchor shipper, received a favorable proposed decision regarding the project from a California Public Utilities Commission (CPUC) administrative law judge (ALJ). In related news, the U.S. Bureau of Land Management (BLM) said it will hold a number of public meetings to obtain comments on the environmental ramifications of the proposed pipeline.

Transportation Notes

ANR began unplanned engine repairs Wednesday at Joliet (IL) Compressor Station, reducing the total NGPL-Joliet Interconnect capacity to 90,000 Dth/d through Jan. 18. Based on current nominations, it is anticipated that the reduction will result in the curtailment of IT and Firm Secondary nominations.

Transportation Notes

Due to delays in construction activities at the Sublette (KS) Compressor Station, Northern Natural Gas will allocate the PEPL/NNG Sublette South interconnect with Panhandle Eastern to zero Friday. A return to normal operation is expected Saturday.

Sabine Lifts Force Majeure at Several Additional Henry Hub Interconnects

Adding to the reinstated interconnect points on its system, Sabine Pipe Line LLC reported that its force majeure for Meter 1552 — NGPL/Henry Hub (NGPL to Sabine) — was lifted on Wednesday and the company is accepting nominations at that location.

FGT Files for Expansion to Carry Elba Island LNG

Florida Gas Transmission Co. (FGT) has filed an application with the Federal Energy Regulatory Commission for a 160 MMcf/d expansion downstream of an interconnect with the proposed Cypress Pipeline Project, which would bring regasified LNG to Florida from El Paso’s Elba Island LNG import terminal near Savannah, GA.

Transportation Notes

Questar said Friday it was unable to deliver to TransColorado at their Greasewood interconnect due to mechanical problems associated with the processing facility at this location. The problems were expected to be corrected by Monday, Questar said, but it was not accepting Greasewood nominations for the gas days of Saturday and Sunday. “Questar is doing everything possible to have this delivery available for the Southern System line work” that begins Monday (see Daily GPI, Aug. 10), the pipeline said.

Northwest has scheduled installation of a filter/separator at its interconnect with Questar’s Clay Basin Storage Facility for April 27-28. Physical injections and withdrawals from or to Northwest will not be possible for those gas days, Questar said.

El Paso lifting its unauthorized overpull penalty Wednesday. It also said TransColorado interconnect maintenance has been completed. The capacity through the point was raised Wednesday from 75 MMcf/d to 280 MMcf/d.

Transportation Notes

ANR is not accepting nominations at the French Lick (IN) Meter Station, an interconnect with Texas Eastern, until further notice. The station has been shut in due to measurement problems, ANR said Friday.
