Ruby Pipeline Clears Hurdle for Wyoming-to-Oregon System

FERC Friday issued a preliminary determination on non-environmental issues for the Ruby Pipeline project, a 675-mile, 42-inch diameter pipeline that would move 1.5 Bcf/d of Rockies natural gas from the Opal Hub in Wyoming to Malin, OR. A final certificate, which is the next step, will be awarded to Ruby if it receives a favorable environmental review from the agency.

Transportation Notes

Southern Natural Gas noted that as previously posted, it is in the process of abandoning its 16-inch diameter Mississippi Canyon 268 Line. As a result the West Delta 152 receipt point has been shut in and Southern is not accepting nominations there for about six days starting with Wednesday’s gas day. Since there is firm service at the point, this work constitutes a force majeure, the pipeline said.

Midcontinent Express Phase I Service Begins

Midcontinent Express Pipeline LLC (MEP) Phase I began interim service on 266 miles of 42-inch diameter pipeline from interconnects with Houston Pipe Line Co. and Natural Gas Pipeline Co. of America (NGPL) near Paris, TX, to an interconnect with the Columbia Gulf Pipeline near Delhi, LA, the pipeline said last Friday.

Midcontinent Express Interim Phase I Service Begins

Midcontinent Express Pipeline LLC (MEP) Phase I began interim service on 266 miles of 42-inch diameter pipeline from interconnects with Houston Pipe Line Co. and Natural Gas Pipeline Co. of America (NGPL) near Paris, TX, to an interconnect with the Columbia Gulf Pipeline near Delhi, LA, the pipeline said Friday.

Northwest Gets OK for Piceance Basin Project

FERC has approved construction and operation of a 24-inch diameter pipeline by Northwest Pipeline GP in Colorado to carry gas from the Piceance Basin to Northwest’s on-system and off-system markets, Northwest parent Williams said Monday.

Transportation Notes

While it investigates the results of just-completed pigging of its 42-inch diameter Expansion pipeline, Gulf South is limiting capacity in the Expansion Area 16, 17 and 18 Receipt Groups to 950,000 Dth/d until further notice. Gulf South also said it shut in four interconnects due to the work. TGT said the Gulf South restriction has the potential to impact its lease capacity on Gulf South at four locations.

Millennium Pipeline to be Fully Operational by Dec. 15

More than a decade after the project was first proposed, Millennium Pipeline Co. LLC’s 182-mile, 30-inch diameter gas pipeline across New York’s Southern Tier and lower Hudson Valley will be fully operational by Dec. 15, the company said last Wednesday.

Transportation Notes

Due to unplanned maintenance on the 20-inch diameter Peace River Mainline, NOVA said it was taking all meter stations in the Upper Peace River Mainline Area to zero at noon MST last Friday until further notice. The work is expected to be completed by Dec. 8.
