In an OFO notice, Questar said effective Thursday until further notice, it will not accept any due-pipeline imbalance payback nominations. “Due to the high inventory levels at Clay Basin [storage facility], the upcoming reservoir conditioning and injection test…Questar is restricting the receipt of gas that cannot be injected into Clay Basin or absorbed within system linepack.”

Southern California Gas declared a high-linepack OFO for Saturday, setting a 10% imbalance tolerance for excess deliveries into its system. When its storage injection capacity falls below 850 MMcf/d, confirmations of firm injection nominations will be reduced as outlined in the “Storage Injection Capacity Reductions” notice posted July 1, 2005 on its bulletin board, SoCalGas said.

Northwest declared a Stage II (8% imbalance tolerance) Unauthorized Overrun Entitlement for all Receiving Party customers located north of the Kemmerer (WY) Compressor Station, effective Friday until further notice. Northwest said it declared the entitlement “in an effort to maintain its Jackson Prairie storage balance during the extremely cold weather forecast for the Pacific Northwest over the next few days.” In addition to urging customers to stay in balance, Northwest also asked customers who owe gas to the pipeline north of Kemmerer to arrange paybacks as soon as possible.
