Southern California Gas issued a high-linepack OFO for Saturday, saying Buy-Back charges will be assessed to customers who deliver into its system more than 110% of their actual gas usage on the OFO day. “Please remember that the Winter Balancing Rules are currently in effect and you must also comply with the appropriate minimum delivery requirements,” the giant LDC added.

Oasis Pipe Seeks Disclosure of FERC Hotline Caller

Because FERC enforcement staff litigating charges against Energy Transfer Partners’ Oasis Pipeline LP disclosed to a third party the identity of a hotline caller that prompted an agency probe of the pipeline, Oasis last week called on an administrative law judge (ALJ) to waive privilege and confidentiality and require the disclosure of the caller’s name to the pipeline.

Southern California Gas (SoCalGas) declared a high-linepack OFO for Saturday, saying it will assess Buy-Back charges in accordance with its tariffs to customers who deliver into its system more than 110% of their actual gas usage on the OFO day. SoCalGas also reported that it had restored injection capacity at the Aliso Canyon storage field to the previous 410 MMcf/d Friday morning, but 1.8 Bcf/d of withdrawal capacity will remain unavailable until further notice. Aliso Canyon was shut down last Monday due to wildfires moving through the facility (see Daily GPI, Oct. 14).

Pacific Gas & Electric issued a systemwide Stage 2 high-inventory OFO on its California Gas Transmission system for Saturday. Noncompliance charges of $1/Dth were set for exceeding a relatively lenient positive imbalance tolerance of 18%.

The Commodity Futures Trading Commission (CFTC) last Thursday filed and simultaneously settled charges against Sempra Energy Trading LLC for falsifying information on trading cards with respect to natural gas futures trades on the New York Mercantile Exchange (Nymex) and ordered Sempra to pay a $175,000 civil penalty.
