Southern California Gas declared an high-linepack OFO for Friday, saying it would assess Buy-Back charges in accordance with its tariff to customers who deliver more than 110% of their actual gas usage into its system on the OFO day. Normally OFOs are announced in the morning of the preceding day, but the e-mail about this OFO did not arrive until Thursday afternoon, long after cash trading had been completed.

CPUC Approves Utility Gas Hedging Plans Winter

With one commissioner dissenting and another recusing himself, the California Public Utilities Commission (CPUC) Thursday voted 3-1 to authorize the confidential natural gas wholesale hedging plans of the state’s three major private-sector gas utilities for the coming winter season. The approval places all the costs and benefits of the programs on the utilities’ ratepayers who are the beneficiaries of the hedging, the CPUC said, although Commissioner Geoffrey Brown disagreed.

BP, Clipper to Jointly Develop 2,015 MW of U.S. Wind Energy Projects

California-based Clipper Windpower and BP Alternative Energy have allied in a long-term agreement to jointly development five of Clipper’s domestic wind energy projects in New York, Texas and South Dakota, which would have a total generating capacity of 2,015 MW. Under the agreement, BP secured a mix of firm and contingent orders of up to 2,250 MW of additional Clipper turbines for its global wind portfolio.

Southern California Gas issued a high-linepack OFO for Friday, saying it would assess Buy-Back charges to customers who deliver into its system more than 110% of their actual gas usage on the OFO day. The OFO notice wasn’t sent until shortly before 1 p.m. PDT Thursday, which a SoCalGas spokeswoman confirmed is unusually late in the day. OFOs are normally posted in the early mornings, she said. The OFO was extended through at least Saturday.
