Saying its storage inventories are at or near reservoir guidelines, CIG declared a Strained Operating Condition (SOC) Thursday that will be in effect until further notice. “CIG’s ability to absorb imbalances caused by mismatches between scheduled receipts and deliveries or those imbalances arising from variations in actual gas flow from scheduled quantities is extremely limited,” the pipeline said. “This limitation includes capacity to handle storage injections in excess of each storage shipper’s Available Daily Injection Quantity (ADIQ) or inventory levels above Maximum Available Capacity (MAC).” Under the SOC, CIG said, injection rates in excess of ADIQ and/or inventory levels in excess of MAC are subject to unauthorized overrun charges.

Vector Pipeline cut deliveries to its interconnection with Union Gas at Dawn to zero for Friday’s gas day after declaring a force majeure Thursday and initially restricting Dawn volumes to 700,000 Dth/d that day. The force majeure will be in place until inspection and replacement of the filters at Dawn is complete, Vector said. Excluding the St. Clair delivery point, this restriction does not impact receipts and/or deliveries at any other point on the Vector U.S. system. Interruptible capacity during this period is zero on both Vector systems.

Questar reported experiencing a mechanical failure on the #1 unit at Greasewood Compressor Station, causing it to reduce deliveries to TransColorado to 25,000 Dth/d Thursday until repairs are completed. It had not established an estimated date for the unit’s return to service. Questar also said compressor maintenance starting Tuesday at its Clay Basin storage facility will reduce injection capacity from 270,000 Dth/d to 220,000 Dth/d. Technically that’s a moot point since injection season is over, Clay Basin is full and no one is making any more injections anyway, a spokesman said. Such maintenance is regularly scheduled at the end of injection season and will continue for the next six to eight weeks, he said. Withdrawal capacity is unaffected.

Gulf South will begin two days of scheduled maintenance Nov. 19 on Unit #6 at Montpelier Compressor Station. Station capacity could be reduced by as much as 75 MMcf/d during this work.

Transco said that during an open season for its proposed Northeast Connector Expansion project (see Daily GPI, Oct. 5), which closed last Monday, it received requests exceeding the stated 688,000 Dth/d capacity of the affiliated Rockies Connector Pipeline project. Northeast Connector would expand Transco facility from Station 195 to Zone 6 markets, providing customers access to Rockies supply being delivered to Station 195 by Rockies Connector. Transco is beginning to negotiate precedent agreements with the parties who expressed interest in Northeast Connector; its targeted in-service date is November 2010.
