Reflecting heavy weather load in the Upper Plains and Upper Midwest, Northern Natural Gas declared a System Overrun Limitation for all market-area zones effective Thursday until further notice.

Projecting its linepack falling below minimum target levels, Pacific Gas & Electric issued a systemwide Stage 2 low-inventory OFO for Thursday with $1/Dth penalties for negative daily imbalances exceeding a 4% tolerance.

Florida Gas Transmission said the operational issues that caused a shut-in of deliveries from its Refugio, TX interconnect with Matagorda Offshore Pipeline System (see Daily GPI, Oct. 30 ) had been resolved. FGT began accepting nominations up to the interconnect’s total capacity of 230,000 MMBtu/d effective with Wednesday’s Intraday 1 cycle.

NOVA said it continues to work with the Alberta Energy and Utilities Board to determine remedial actions necessary to restore the Peace River Mainline to full capability, but reminded customers that a force majeure is still in effect. Until further notice, NOVA is not processing transfer requests for firm service contracts that have an originating station outside of Segment #1-UPRM and a destination within the segment, which is the area impacted by an Oct. 7 pipeline rupture (see Daily GPI, Oct. 9). Requests for transfers between stations that are both within Segment #1 will be processed.

The Hackberry Station’s #1 turbine will be down Thursday and Friday to replace combustion liners, reducing station capacity by 100 MMcf/d, El Paso said.

Transco said it was notified by Tennessee that the Tennessee Leidy Interconnect will not be available from Nov. 1 until sometime in January 2003. Effective Friday until further notice, Transco will no longer accept nominations from the Tennessee Leidy Interconnect.
