Noting forecasts indicating that Hurricane Frances could make landfall on the cast coast of Florida or turn north and make landfall north of the state, Florida Gas Transmission said Wednesday landfall is expected to occur sometime over the Labor Day weekend. “Historically, gas demand is high on FGT just prior to a hurricane passing over Florida. This high demand is then followed by a dramatic decrease in gas demand if the hurricane actually makes landfall in Florida. Additionally, gas demand can be high when a hurricane just passes by Florida without making landfall,” the pipeline added. Because of the anticipated load volatility, FGT asked customers to make adequate arrangements to manage supplies to accommodate both increases and decreases in demand. To maintain operational integrity, FGT said it may issue either an Overage or Underage Alert Day on any of the upcoming gas days. (An Overage Alert Day notice at 20% tolerance remained in effect through at least Wednesday).

Based on current and projected pipeline conditions, Sonat released Wednesday the Type 6 OFO that was implemented last Saturday.

Less than a week after activating the Greasewood West choke (constraint) point on its Uintah Lateral (see Daily GPI, Aug. 26), CIG said it implemented a new such point Tuesday on the lateral to control the south-to-north flow from Greasewood Compressor Station to Horse Trap and Mulligan Draw. The new choke point, called Greasewood North, is located just north of Sand Wash. CIG again reminded shippers that the Strained Operating Condition affecting the Uintah Lateral, declared in mid-May (see Daily GPI, May 18), is still in effect.

Trunkline LNG has scheduled maintenance on the existing second-stage pumps at its facility in Lake Charles, LA for Sept. 21-23. Additional maintenance on the second-stage pumps will occur during November and December and in February and March of 2005. Each outage will last no more than four days and limit the terminal’s peak sendout to 850 MMcf/d, Trunkline LNG said Wednesday. It added that the terminal will have limited service during November due to tie-ins of various components of an expansion. The terminal will be unable to receive LNG vessel deliveries Nov. 17-21, but sendout will be unaffected during that period. However, from Nov. 22 to Dec. 6 the terminal will be unable to receive LNG vessel deliveries and sendout will be reduced to zero.

Questar will perform annual Department of Transportation-mandated maintenance Sept. 21-23 at the Oak Spring Compressor Station. During this time, Questar will also modify piping at Oak Spring and near Goshen in preparation for its Southern System expansion, planned for 2005. To accommodate the work, no delivery nominations will be accepted for Kern River-Goshen. Delivery nominations to the Nebo Tap and QGC/104 will be accepted. No receipt nominations for K.R.[Kern River] Goshen-Rec will be accepted due to the displacement requirement at this point, Questar said. It expects to schedule all Southern System constraint points during the work, including West Fidlar, ML 80 and Rifle.
