Due to linepack threatening to rise above maximum target levels, Pacific Gas & Electric issued a systemwide Stage 2 high-inventory OFO for Thursday. Penalties are $1/Dth for positive daily imbalances exceeding a 4% tolerance.

Transco isolated its 24-inch Southeast Louisiana Lateral between the Ship Shoal 332 and South Timbalier 300 platforms for repairs Wednesday due to third-party damage to the line. The pipeline estimated that about 170,000 Dth/d was impacted when five production locations (Ship Shoal 332 and 354, South Timbalier 316 and 317 and Green Canyon 205) were shut in or had flow diverted away from Transco until further notice. It did not adjust any nominations for Wednesday’s gas day but is not allowing nominations from the affected meters beginning Thursday until the repair work is completed. Transco also said it has resumed accepting receipt nominations into Transco at the Texas Eastern Ragley receipt point in Louisiana. Ragley receipts had been suspended late last year due to operational problems (see Daily GPI, Dec. 16, 2003).

Asking shippers for “any assistance you can provide,” Northwest said Wednesday that daily nominated volumes at Sumas had increased to more than 1 Bcf over the last two days. “If Sumas requests continue to be this extensive, Northwest will need to look at potential cuts in order to bring the capacity down to a more acceptable operational level.”

Questar said it continues to receive liquids on its Southern System at Price (UT) Station, and while most of the liquids received during pigging operations are operationally manageable, “occasionally large volumes are still received which ‘slug’ Questar’s Price facilities.” In response the pipeline has decided to double the number of points included in the daily capacity allocation from high hydrocarbon dew point sources while increasing the overall scheduled volume. In addition to five points named last month as having excessive hydrocarbon dew point levels above 75 degrees F.(see Daily GPI, March 11), Questar added the Kings Canyon, Island 52-2, Island 52-3, Hill Creek and Old Squaw locations to the list. As of Wednesday’s gas day until further notice, it was accepting a total of 80,000 Dth/d from the 10 points, allocated according to the pipeline’s tariff Priority of Service.

As part of its inspection schedule, Sonat reported identifying the need to perform maintenance on the 24-inch White Castle-Franklinton Loop Line in Louisiana that will require taking the line out of service Thursday for an undetermined amount of time. This will impact the Sugar Bowl #6 and Carrville to LRC points.
