Sonat reported experiencing an unscheduled outage Monday on the 10-inch Bayou Postillion Line in Louisiana. Repairs required that it isolate and blow down the affected section. Sonat declared a force majeure and OFO Type 1 in association with the event. Effective with Tuesday’s evening cycle and until further notice, it is unable to schedule gas from the Bayou Postillion #2-Anson #2 receipt point.

Tennessee said it began enforcement Tuesday in Zones 5 and 6 of a balancing party’s Maximum Allowable Volume (MAV) by assessing Unauthorized Overrun charges. No penalties will be assessed unless the volume by which the party exceeds its MAV is more than the greater than 500 dekatherms or 2%, the pipeline said.

El Paso will take Line 3146 in Crane County, TX out of service Thursday to tie it into Line 2000. Line 3146 transports 40 MMcf/d of Permian gas to Waha through Puckett. That amount of volume cuts will be spread among 21 interconnects.

Questar Pipeline has started an open season to test market interest in an expansion of its Southern System to provide additional deliveries to TransColorado Gas Transmission. The compression project would add about 40,000 Dth/d of capacity from receipt points east of Greasewood for delivery to TransColorado at Greasewood. Questar also anticipates adding processing. The expansion is expected to be in service by April 1, 2003. The open season started on Monday and will close Friday March 15. Bids can be faxed to Mary Kay Olson at (801) 324-2980. Dominion Transmission said it is holding its previously announced open season for the Hackberry storage project in Cameron Parish, LA (see Daily GPI, Jan. 7). About 12 Bcf of working gas capacity will be available in the facility, which is expected to be in service in 2004. It will be a high-deliverability salt dome storage project with 800 MMcf/d of withdrawal capacity. It will have connections to NGPL, Tennessee Gas, Transcontinental Gas Pipe Line and Florida Gas.
