Pacific Gas & Electric declared a systemwide Stage 3 high-inventory OFO for today with $5/Dth penalties for positive daily imbalances exceeding a 5% tolerance. Southern California Gas extended a similar Overnominations Day notice that had begun Thursday through at least today. SoCal’s OFO penalizes shippers for delivering into the system more than 110% of their actual usage. Violators pay a buyback tariff that is the lower of either SoCal’s lowest incremental gas purchase cost or 50% of its core subscription procurement charge.

After posting a force majeure declaration Wednesday for its La Rose Field Receiving Station in St. Martin Parish, La (see Daily GPI, Nov. 8), Sonat lifted it late that afternoon and resumed accepting nominations for the point in the Evening Cycle for Thursday’s gas day.

In its preliminary notice of November maintenance, El Paso had scheduled Lines 1300 and 1301 on the San Juan Crossover for total shutdown Nov. 29-30. It said Wednesday the shutdown has been delayed to coincide with the Dec. 1-2 weekend, when all 650 MMcf/d of the crossover’s capacity will be cut to zero. Portions of Line 1300 will be shutting down Dec. 11-12 and Dec. 18-19; capacity cuts then will be 60 MMcf/d.

Columbia Gas said due to unforeseen circumstances, an unexpected maintenance outage of the turbine at Lanham Compressor Station is now expected to last until approximately the last week of November instead of mid-November as previously anticipated (see Daily GPI, Oct. 29).
