Northern Natural Gas declared a System Underrun Limitation, effective Sunday and Monday, for all market area zones.

Citing high system linepack “due to overproduction, reduced demand and limited storage injection capacity,” Tennessee implemented a systemwide OFO Balancing Alert Saturday. Effective until further notice, the alert has a tolerance of 2% (or 500 dekatherms, whichever is greater) for positive imbalances. Each dekatherm of excess gas will be charged $15 plus “the applicable Regional Daily Spot Price.” Penalties will not apply to negative imbalances.

Projecting linepack soaring high into its upper “red zone” (above maximum target levels) through Memorial Day, Pacific Gas & Electric issued a systemwide Stage 3 high-inventory OFO that took effect Saturday. It carried penalties of $5/Dth for positive daily imbalances exceeding a 1% tolerance.

Sonat said it was unlikely to issue an OFO Type 6 Saturday for either short or long imbalances, but added the possibility of an OFO for long imbalances was “too close to call” for Sunday and Monday.

Department of Transportation inspections and piping modifications at Pecos River (NM) Station will be done May 29-31, reducing station capacity by 200 MMcf/d, El Paso said. Pecos River work that had been scheduled for May 28 and June 1 was postponed. Lines 1103 and 1110 upstream of Guadalupe Station will be down while a temporary bypass line is installed June 1-2, causing a 250 MMcf/d cut in Pecos River capacity.
