Citing forecasts of “an extended period of steady, cold weatherthroughout the pipeline system,” Texas Eastern said it is imposingseveral restrictions this morning to preserve linepack and systemreliability. Until further notice no forward-haul mainline IT-1volumes will be delivered to the market area; no due-shipperimbalances are available; TABS-1 shippers are required to be inbalance daily; and all non-interstate Operational BalancingAgreements upstream of the Berne (OH) Compressor Station have beensuspended. Affiliate Algonquin is restricting the taking of anydue-shipper imbalances. Both pipes said they will consider thepotential for secondary restrictions going into the holiday weekendas conditions warrant.

Effective today until further notice, Kinder Morgan Interstateis not allowing Interruptible Storage Service withdrawals. Inaddition, withdrawals over MDQ (maximum daily quantity) for NNS andFSS customers are not available.

A Zone 1 outage on Florida Gas Transmission caused by hydrostatictesting of two sections of the 22-inch mainline downstream of Station4 (Matagorda County, TX), which was originally scheduled forcompletion Nov. 30 (see Daily GPI,Sept. 27) and got extended to Dec. 31 (see Daily GPI, Nov. 21), has been extended again toJan. 15, 2001. NGPL reported that despite remedial efforts by it and someupstream operators, substantial gas receipts continue to containhigh levels of liquefiable hydrocarbons. Cold system temperaturesincrease the likelihood of condensation of such liquefiables in thepipeline, it said. Thus it may be necessary to halt receipts atpoints contributing to the liquefiables problem on very shortnotice, possibly less than 24 hours, NGPL added.

Reliant will expand previous restrictions under an OperationalAlert (see Daily GPI, Dec. 19) toinclude the entire North and South pooling areas this morning. It alsonotified certain shippers to bring “No Notice” supplies this morningto meet critical peaking load forecasted at the TGT Helena andCarthage locations.

El Paso anticipated restoring Guadalupe Station to full serviceWednesday and raised capacity of the South Mainline at Pecos RiverStation from 900 MMcf/d to 920 MMcf/d effective with Cycle 3 ofWednesday’s flow day.
