Due to forecasts of colder than normal temperatures in theKansas City metropolitan area, Williams implemented an OFOSaturday. The OFO was to remain in effect though Monday’s gas dayor until further notice.

Saying it needed to ensure operational integrity because its systemhad been “drafted significantly over the last three days,” Northwestreverted to a Stage 1 Entitlement with 3% tolerance for negativeimbalances Sunday until further notice. The entitlement applies todelivery points north of Kemmerer (WY) Station. Northwest hadmoderated a previous Stage 1 (3%) Entitlement to Stage 2 (8%) lastTuesday (see Daily GPI, Dec. 12).

Citing freezing temperatures in its Florida market area, FloridaGas Transmission issued an Overage Alert Day notice Monday at 15%tolerance for negative daily imbalances.

Northern Natural Gas entered a second week of having a SystemOverrun Limitation notice in effect for all market area zones. The SOLthat was implemented last Monday (see Daily GPI, Dec. 12) was extended at least throughtoday.

Sonat placed five mainline groups (Birmingham Group, South MainZone 2, Atlanta Group, South Main Zone 3 and East of Wrens) underan OFO Type 3 Sunday sand said the Brunswick Line and Savannah Linegroups will be added to the OFO today. It also is subjecting ninegroups on its South Georgia system to an OFO Type 22 effectivetoday until further notice.

Effective until further notice, MRT posted a System ProtectionWarning Saturday that primarily impacts service north of theGlendale (AR) Station. Shippers who had been relying on mainline,AOR and/or imbalance volumes were advised that in order to avoidOFOs, they should re-source supply to MRT’s East Line (a southernIllinois segment east of St. Louis) or cut applicable deliveryvolumes.

Effective this morning Reliant will reduce all IT, AuthorizedOverrun Service and secondary deliveries in these segments: Line J,Line JM-1, Line T, Line OM-1, Line BT-1 South, Line AM-47 (EastTexas System) and Line AT-5 (East Texas System). It also notifiedcertain shippers that starting this morning they must bringon-system “no notice” supplies for critical peaking load forecastedat the TGT Helena, Tetco Jefferson and TGT Perryvilleinterconnects.

NGPL said its Gulf Coast System was at capacity Monday fornorthbound transport. Effective today it will schedule FTS primarytransportation only for gas received in and upstream of Segment 26that is going northbound out of the segment. ITS/AOR and Secondaryvolumes will not be available, the pipeline said.

Kinder Morgan Interstate warned shippers Monday that an OFO is”imminent” unless supply nominations increase or on-system loaddecreases. With falling temperatures projected for Wednesday andThursday, the estimated on-system load for Thursday’s gas day isabout 325,000 MMBtu/d, not including wind chill load that could addanother 20,000-25,000 MMBtu/d, KMI said. At the current level ofnominations, there would be about a 30-35% variance between supplynominations and projected loads, it said, adding that under thoseconditions it will be using storage “at the highest levels.”

El Paso said it was required to continue maintenance at GuadalupeStation beyond the originally anticipated finishing date of Sunday(see Daily GPI, Dec. 18). However,South Mainline capacity at Pecos River Station was raised Monday from730 MMcf/d to 900 MMcf/d. A notice will be posted when the work iscompleted. The pipeline also postponed Line 3201 pigging from todayuntil Dec. 27. The project will cause a 120 MMcf/d allocation in SanJuan Basin affecting points upstream of Bondad Mainline and Gallup.

NOVA returned its daily imbalance tolerance range to the normal+10%/-10% Sunday.

NGPL reported selling on Dec. 1 five Poker Lake Laterals in EddyCounty, NM, to Bluebird (Tex) Pipeline LP. Effective today thescheduling and operation of these laterals and eight associatedpoints will be operated by Bluebird.
