Florida Gas Transmission once again extended an OFO but loosenedthe tolerance for negative daily imbalances to 15% Thursday afterhaving tightened it to 5% Wednesday (see Daily GPI, Dec. 7).

Northern Natural Gas ended a System Overrun Limitation noticeThursday.

Texas Eastern said mild weather in the Access Area and improvingthroughputs up the system will allow it to lift a suspension ofOperational Balancing Agreements with non-interstate pipes upstream ofthe Berne (OH) Station (see Daily GPI, Dec. 6) effective this morning. It also islifting restrictions on secondary transport through the Lambertville,NJ node and on forward-haul IT delivered into the M-3 market zone.

Transco said Thursday afternoon repairs of a leak on its North HighIsland system at Galveston Block 237 (see Daily GPI, Nov. 27) had been completed and it expectsto restore the line to service today. About 50 MMcf/d at 10 meterstations has been shut in since shortly after the leak was discoveredNov. 16.

Kinder Morgan Interstate said it will issue an OFO Monday ifshippers fail to increase supply nominations to match a continuedincrease in on-system loads. Forecasts indicate that temperaturesin KMI’s market area will be severely cold, with anticipated highsin the low teens and lows in the negative single digits. Thiscolder weather will continue into Wednesday, KMI said, adding thatit is using storage inventories at significantly higher levels thanexpected. Currently there are no capacity constraints that wouldlimit the amount of supply brought into the system, KMI said.

FGT also said it continues to receive gas that violates its qualitystandards by containing high concentrations of hexane and heaviercomponents (see Daily GPI, Dec. 5). Thisgas interferes with proper operation of pipeline facilities, FGT said,and can no longer be blended to eliminate the operationalproblems. Therefore, starting Saturday it will limit receipts at seveninterconnects in Zones 1 and 2. The affected points, along with totalreceipt volume to be allowed, are: Enron Sabine Pass Plant, 50,000MMBtu/d; EGP-Cow Island Plant, 20,000 MMBtu/d; Neumin Production-MossBluff, 5,000 MMBtu/d; Neumin No. Vinton/FGT, 5,000 MMBtu/d; NeuminProd/FGT PD, 5,000 MMBtu/d; HSR-King Corp #1, 5,000 MMBtu/d; andHSR-Indian Village, 5,000 MMBtu/d.

In a similar vein, NGPL said that due to an “unusually low levelof upstream processing,” it is getting high volumes ofnon-conforming gas containing liquefiable hydrocarbons. The dangerof physical damage to pipeline facilities and the safety hazard fordownstream customers may force NGPL to take whatever actions arenecessary to remedy the situation, it said. At a minimum, NGPLadded, it would not confirm gas receipts at points associated withthis issue.

PG&E Gas Transmission-Northwest will perform scheduledcritical maintenance at Station 14 Dec. 11-15, limiting capacitythere to 1,860 MMcf/d. Station 14, at Bonanza, OR, is thepipeline’s last compressor station upstream of the Malin deliverypoint into California.

Reflecting growing linepack, NOVA changed its daily imbalancetolerance Wednesday to 0/-20%.
