A West Virginia county has changed course and will now pay overtime to employees in the county clerk’s office for extended hours to allow increased access to public records for Marcellus Shale development.

Despite protests by state officials and the energy industry, the Boulder (CO) County commission on Tuesday extended a 16-month drilling moratorium now in place by another 18 months, following the lead of the Boulder city council, which earlier this month imposed a one-year drilling permit ban (see Shale Daily, June 7).

The Boulder County, CO, commission on Tuesday formally extended a moratorium on new oil and natural gas drilling permits to June 10. However, the commission left the door open to lifting the ban earlier if the county’s new drilling rules are in place.
