Northwest progressed from a Declared Stage II Entitlement at 8%tolerance issued Nov. 10 (see Daily GPI, Nov. 13) to a Declared Stage I (3%)Entitlement Friday for delivery points north of the Kemmerer (WY)Compressor Station. Due to cooler than normal weather, drafting of itssystem and heavy withdrawals out of Jackson Prairie storage, Northwestsaid it deemed that changing to a tighter tolerance for negativeimbalances was operationally necessary. The pipeline also revised a”must-flow OFO” (see Daily GPI, Nov. 16), effective Saturday, to requireshippers with primary corridor rights southbound through Kemmerer toflow up to 15% of their contract demand from receipt points north ofKemmerer to delivery points south of Kemmerer or take other mutuallyagreeable action to alleviate the problem. The OFO percentage, whichpreviously had been 10%, “will fluctuate daily based on net north flowthrough the Kemmerer Compressor Station,” Northwest said.

Dominion Transmission (formerly CNG) is implementing an OFO No.1 effective today, saying it was necessary to to maintain systemintegrity. Under FERC’s Order 636, Dominion said, it allocatedcapacity to customers at various receipt points, some of them northof its Valley Gate Junction (NOV). The OFO requires that 100% ofTransco-assigned capacity at a specific NOV point, the Leidy GroupMeter in Pennsylvania, be tendered during the winter season. Whenit becomes possible to waive the OFO, customers will be given aminimum of 48 hours’ notice, Dominion said.

Florida Gas Transmission lifted an Overage Alert Day notice (seeDaily GPI, Nov. 17) Friday after it hadbeen in effect one day.
