Producers Begin to Assess the Financial Impact of Rita, Katrina

Recovery from the Katrina-Rita one-two punch has progressed slowly and producers began to take a closer look at the impact on third-quarter earnings from lower production, facility repairs and downtime due to third-party infrastructure damage.

Northwest progressed from a Declared Stage II Entitlement at 8%tolerance issued Nov. 10 (see Daily GPI, Nov. 13) to a Declared Stage I (3%)Entitlement Friday for delivery points north of the Kemmerer (WY)Compressor Station. Due to cooler than normal weather, drafting of itssystem and heavy withdrawals out of Jackson Prairie storage, Northwestsaid it deemed that changing to a tighter tolerance for negativeimbalances was operationally necessary. The pipeline also revised a”must-flow OFO” (see Daily GPI, Nov. 16), effective Saturday, to requireshippers with primary corridor rights southbound through Kemmerer toflow up to 15% of their contract demand from receipt points north ofKemmerer to delivery points south of Kemmerer or take other mutuallyagreeable action to alleviate the problem. The OFO percentage, whichpreviously had been 10%, “will fluctuate daily based on net north flowthrough the Kemmerer Compressor Station,” Northwest said.

Price Upticks Recover Tuesday’s Lost Ground

Despite Tuesday’s overall price losses, the rising trend astrading progressed carried over into Wednesday and resulted inmoderate to strong rebounds. Increases mostly were in the range of5-10 cents and tended to cancel out the Tuesday declines.
