In a shipper letter this week, Northwest announced a policyrevision for currently contracted capacity (about 250,000 Dth/d)from the Sumas receipt point to off-system delivery points. At thistime the capacity is rarely used for off-system deliveries, thepipeline said, but is generally used by on-system markets undercapacity release arrangements or at alternate delivery points.Under the previous policy shippers could not amend their primarydelivery points without contractual operational flow orders becauseof design displacement. “Over the next three years, growth inNorthwest’s major on-system markets will require that this capacitybe liberated for use there,” the pipeline said. “Many of thecontracts for this capacity expire in 2007 or 2008.” Northwest saidit changed policy to encourage the most efficient use of thecapacity and to discourage overbuilding. A shipper from Sumas mayamend its primary delivery points to shorten paths without acontractual operational flow order if the shipper extends itscontract term at maximum rates for 10 years.
