Pacific Gas and Electric‘s (PG&E) California Gas Transmission system issued a Cold Weather Alert Tuesday, saying the current forecast called for many areas to be at or beyond its Cold Winter Day (CWD) conditions, including the cities of Santa Rosa, Redding and Sacramento. CWD is a design day criteria used to ensure reliable gas service for core and noncore customers, PG&E said. The CWD design temperature is defined as the coldest temperature that may be exceeded once in every two years, on average. The system-weighted mean temperature for a CWD is about 37 degrees Fahrenheit. Lows for the valley areas in PG&E service territory were expected to be in the upper 20s and low 30s Monday morning, and upper 20s on Tuesday morning. No local curtailments are expected, PG&E said.

Citing low linepack, Westcoast declared a systemwide OFO for drafting, effective Tuesday until further notice. See the bulletin board for draft tolerance conditions applied to suppliers, nonsuppliers and marketers.

NOVA changed its imbalance tolerance range to -2/+4 Monday until further notice in an attempt to combat low linepack.

Tennessee lifted Imbalance Warnings in downstream Zones 5 and 6 Tuesday.

MRT ended Sunday morning a cold-weather System Protection Warning that had been implemented last Thursday.

Noting that northbound primary nominations Saturday and Sunday at the Plymouth South constraint point and Kemmerer Compressor Station had greatly exceeded their respective current operational capacities of 575,000 Dth/d and 665,000 Dth/d, Northwest said it was declaring an OFO at each point effective Tuesday until further notice.

ANR reported completion Tuesday of unplanned engine repairs at Joliet (IL) Compressor Station and lifted all associated capacity restrictions for the NGPL-Joliet Interconnect.
