After ending a systemwide Stage 3 high-inventory OFO Monday, Pacific Gas and Electric declared another one on its California Gas Transmission system for Wednesday. Noncompliance penalties remained at $5/Dth, but the tolerance for positive daily imbalances was tightened slightly from 6% to 5%.

CenterPoint reported reducing the capacity of Line CP to zero Tuesday for an estimated three days of line maintenance. Despite the outage, CenterPoint said it will schedule secondary deliveries and secondary receipts on a case-by-case basis subject to capacity availability. The pipeline added that it does not intend to assess Excess Contract Quantities penalties.

Northwest on Tuesday lifted an entitlement warning for all receiving parties north of Plymouth Compressor Station and a Realignment OFO through Kemmerer Compressor Station.

Westcoast said it is continuing repairs to the waste heat boiler and #1 condenser on the “A” train at its Pine River Gas Plant. It now expects to complete the work Saturday morning, at which point the train will begin taking acid gas at reduced rates until it reaches operating temperature. A previously announced 75% OPC (Overproduction Charge) firm acid gas constraint will stay in effect until the start of Saturday’s gas day, Westcoast said, when it will change the constraint to 85% to allow for the controlled startup of “A” train. The pipeline plans to authorize 100% firm acid gas volumes to all producers starting Sunday.

Young Gas Storage in Morgan County, CO, has scheduled a Nov. 3-10 test of reservoir integrity, during which no injections or withdrawals will be allowed. The outage will impact two interconnects with affiliate CIG and one with Public Service Co. of Colorado, Young said.

Rockies Express (REX) said it has received approval from the Pipeline and Hazardous Materials Safety Administration to operate part of REX-East at a 0.8 design factor effective Tuesday (Oct. 20), raising capacity in that segment from 1,600,000 Dth/d to 1,800,000 Dth/d. The increase applies from Audrain County, MO, to Hamilton Compressor Station. The pipeline also said it began service Monday at the Citizens Gas utility interconnect in Morgan County, IN, with a design delivery capacity of 140,000 Dth/d. In addition, REX is holding a binding open season through 2 p.m. CDT Thursday for 70,000 Dth/d of firm capacity from Zone 1 to Zone 3 that will be available Nov. 1-March 31, 2010. It also has 35,000 Dth/d from Zone 1 to Zone 3 available April 1-30 in 2010. See the bulletin board for available receipt/delivery points and other details.
