Citing high linepack levels and excessive long imbalance positions by shippers, MRT amended a previous System Protection Warning (SPW) notice (see Daily GPI, Aug. 27) to have it begin last Friday instead of Saturday as previously posted and add conditions. MRT will not schedule any volumes that result in a daily long imbalance position while the SPW is in effect. See the bulletin board for other conditions. MRT also said systemwide and/or individual “Standard” OFOs may be necessary “requiring immediate compliance if shippers do not comply with the SPW or if actual delivery volumes deviate from nominated volumes such that long daily imbalance positions occur.”

Due to partial exposure of its line across the Calcasieu River in southwest Louisiana and the potential for a significant storm surge associated with Gustav affecting river bottom stability, ANR said effective Saturday it was shutting in SE 1 D (C MEADOWS)-CFTP along the Cameron Meadows Lateral. During this outage ANR is unable to accept nominations or gas flow into its system from the STINGRAY INT, BARRACUDA-ANRPL (CM) and JOHNSON BAYOU/UTOS meters. “The end date of this outage is contingent on timing and severity of the storm, which may include completion of a damage survey,” ANR said. ANR also said it began repairs of an unplanned engine outage Thursday at LaGrange (IN) Compressor Station. The work, expected to last through Sept. 8, has reduced total LaGrange W-E CFTP capacity by 130,000 Dth/d, leaving 594,000 Dth/d available. Based on current nominations and throughput, ANR said it is anticipated that the capacity cut “may result in the curtailment of Firm Secondary and IT nominations.”

As a result of mandatory evacuations, Southern Natural Gas said it was notified that the Enterprise processing plant would be shutting down around noon Saturday. That means Southern will not be able to flow gas from any receipt point south of Toca Compressor Station in southeast Louisiana (see the bulletin board for a list of affected points). Nominations were cut to zero for those points in Evening cycle nominations for Saturday’s gas day and until further notice. Prior to the shut-ins, 337 MMcf/d was scheduled at points south of Toca, Southern said. In addition, the mandatory evacuations caused Southern to cut interruptible nominations to zero at the Tennessee-Toca SNG interconnect.

CIG said it is concerned about the impact that an “extensive maintenance schedule related to a number of pipelines near and/or connected to its system will have on its operations in September. Because of the maintenance, a significant amount of gas supply will probably not be able to find adequate transportation to market.” CIG “will have a limited ability to handle supplies delivered to its system that do not have concurrent markets.” In order to ensure reliable service for firm obligations, beginning Wednesday CIG will not accept requests for Park and Loan park deals or storage injections above a shipper’s tariff-based entitlement levels. In addition, nominations for interruptible storage injections will not be scheduled and exceptions from the confirmation balancing process will be suspended for the month, the pipeline added.

Southern California Gas lost 500 MMcf/d of withdrawal capacity Saturday when it began cleaning the glycol and heat exchangers tube in the dehydration unit of its Honor Ranch storage facility. The restriction is scheduled to last through Sept. 8.

Sea Robin Pipeline reported being notified by Hess Corp., operator of the Sea Robin Processing Plant, that the plant’s dehydration facility was being shut in at 1 p.m. CDT Friday. When a plant outage began recently, Hess had planned to continue dehydrating gas (see Daily GPI, Aug. 29). “At this time downstream delivery operators will not confirm nominations so all receipt points will be required to remain shut in,” Sea Robin said.

The Baileyville (ME) Compressor Station outage has ended and capacity has been restored to normal levels, Maritimes & Northeast U.S. said Friday.
