Citing forecasts of sub-zero temperatures in its service area, Northern Natural Gas declared a System Overrun Limitation (SOL) for Tuesday and Wednesday in all market-area zones (ABC, D and E/F). The SOL will be lifted at the start of Thursday’s gas day.

Southern Natural Gas implemented Wednesday a systemwide OFO Type 6 for short imbalances and extended it through at least Thursday. Tiered penalties of up to $15/Dth will apply to negative daily imbalances of at least 2% or 200 Dth (whichever is less). Southern also issued an OFO Type 3, effective Wednesday until further notice, for Groups 1 (Birmingham), 2 (Gadsden Line) 24 (Atlanta Delivery Group-North, 10 (Savannah Group) and 170 (Cypress Line Group).

Dominion issued two OFOs Tuesday that will remain in force until further notice. One limits hourly takes by Northern LDCs under Firm Transportation No-Notice (FTNN) service. The other requires customers in the New York area to conform transportation services to scheduled nominations. See the bulletin board for available OFO compliance actions.

Florida Gas Transmission implemented an Overage Alert Day for market-area customers Tuesday and extended it through at least Wednesday, setting a 20% tolerance for negative daily imbalances.

Although it did not issue an OFO, Columbia Gas posted a notice Wednesday advising shippers on what they needed to do to avoid an OFO at Hopewell in Market Area 33 due to excess demand there that threatened service to firm customers. Columbia said it would deem Thursday as a “Critical Day” in Market Areas 6, 21, 22, 23, 24, 25, 28, 29, 30, 31, 33 and 34.

MRT said it will lift at the start of Thursday’s gas day a System Protection Warning that was declared for Tuesday and Wednesday.

Gulf South reported receiving written authorization Monday from the Federal Energy Regulatory Commission authorizing the pipeline to commence service for certain facilities of its East Texas-to-Mississippi Expansion from De Soto Parish, LA, to Richland Parish, LA. Gulf South said it was able to accept evening nominations Tuesday for four receipt points and one delivery location. Late last week Gulf South had doubts about whether it could initiate expansion service before Thursday or Friday of this week (see Daily GPI, Dec. 28, 2007). See the bulletin board for a projection of other points where expansion service is expected to begin during January.

TGT reported completing unscheduled maintenance at Youngsville Compressor Station, allowing capacity in the Youngsville East segment in South Louisiana to be increased to 563,000 MMBtu/d Tuesday. Capacity will remain at that level until previously scheduled maintenance is finished, which is estimated to occur Jan. 31.

ANR said Monday it has completed engine repairs at the Bridgman (MI) Compressor Station and lifted all associated capacity restrictions.
