Southern Natural Gas reported experiencing an unscheduled outage Friday morning at Gate 6 offshore Louisiana. Some production was shut in as a result, but based on the best information available, Southern said it would try to keep markets whole for Friday’s gas day. Damage assessment is under way, the pipeline added.

Due to shippers not taking delivery of scheduled gas, Kern River said Friday, linepack levels are high and Kern River would like to remind shippers and operators that it is imperative to take delivery of scheduled quantities. If banking continues to be a problem, the pipeline added, it will compare scheduled quantities to actual deliveries throughout the gas day. “If scheduled quantities are projected to be more than actual deliveries, Kern River may take any necessary action to reduce the excess supply. Please make sure that your receipts are ranked appropriately.”

As a result of a smart pig inspection conducted last spring, Transco said Friday, it was required to remove a section of line downstream of the Sabine River (which forms much of the border between Louisiana and Texas) from service. Effective with Saturday’s gas day, Transco planned to limit scheduled quantities to Primary Firm transportation for gas received upstream and delivered downstream of the river. This restriction is expected continue until line replacement is completed Aug. 20.

Northwest thanked shippers that voluntarily reduced their nominations through the Meacham Compressor Station, but it said the Evening cycle’s scheduled quantity of 454,808 Dth/d for Thursday still exceeded the station’s design capacity of 440,000 Dth/d. Thus Northwest was asking once again for voluntary reductions through Meacham, saying that failure to do so could prompt an OFO and recall provisions. Shippers have asked Northwest to provide a “percentage reduction” quantity to facilitate determining the quantity individual shippers need to reduce through Meacham to avoid an OFO, the pipeline continued. “If all shippers with primary rights through Meacham were to limit their nominations to approximately 81% of their contract demand (19% of their [contract demand]), effective for gas day August 4, 2007, this should provide the necessary relief,” it said. “This percentage is based on no displacement quantities being scheduled through Meacham. In addition, please note that no alternate volumes are scheduled when shippers voluntarily reduce their nominations through a constraint point.”

Northwest also said that due to heavy rains in the area, it suspended anomaly digs Friday between the Pleasant View and La Plata Compressor Stations, which allowed it to increase available capacity through Pleasant View from 324,000 Dth/d to 352,446 Dth/d that day. However, effective Saturday (Aug. 4) the available station capacity would be reset to 330,000 Dth/d for the remainder of the project. ” This increase is due to current favorable operating conditions, which are expected to continue but not guaranteed,” Northwest said. Based on Pleasant View’s design capacity of 352,446 Dth/d, the new Daily Deficiency Volume will be 22,446 Dth/d. The Declared Deficiency Period is still expected to last through Sept. 7 for all days except Sunday. The full design capacity of 352,446 Dth/d will be available on all Sundays.
