Pacific Gas & Electric issued a systemwide Stage 2 high-inventory OFO for Thursday, setting penalties of $1/Dth for exceeding a 5% tolerance on positive daily imbalances.

El Paso reported experiencing “significant drafts” Tuesday afternoon and evening, especially on its South Mainline, and said the Washington Ranch storage facility was at maximum withdrawal during that time. “Absent an improvement in linepack on its South Mainline, a notice of Strained Operating Condition (SOC) may need to be issued” Wednesday, the pipeline said. However, no SOC was necessary, according to a spokesman. The temporary situation occurred because of unexpected increases in Southwest power generation load, he said, but it was being resolved Wednesday.

Effective with intraday nominations Wednesday, Columbia Gulf reduced the capacity at Meter Station 4118 interconnect with Florida Gas Transmission to 25,000 Dth/d until further notice.
