After starting last week by issuing a systemwide Stage 2 high-inventory OFO, Pacific Gas & Electric ended the week with another one. The OFO declared for Saturday set penalties of $1/Dth for deliveries into its system exceeding a 5% tolerance for daily positive imbalances. PG&E’s neighbor to the south, Southern California Gas, extended its own high-linepack OFO that was implemented Wednesday through at least a fourth day Saturday.

Northern Natural Gas said a force majeure remains in effect for three shut-in platforms on the Matagorda Offshore Pipeline System (MOPS), which Northern operates (see Daily GPI, May 3). However, leak repairs are currently under way on the isolated section of MOPS from a 200-foot dive vessel, Northern added. Barring any weather delays, the repair process is estimated to be complete on June 16.

TransCanada reported receiving a request for a new receipt point at St. Nicolas, PQ, which would connect with a proposed pipeline from the Rabaska Regasification Terminal in Levis, PQ. TransCanada said it will grant this request, subject to the receipt of all necessary government approvals, construction of facilities including the connecting pipeline, and the execution of required contract arrangements. It estimated that, subject to the timely completion of those prerequisites, the in-service date for the new point could be July 1, 2010.

Due to limited dehydration capabilities at the Grand Chenier processing plant in southwest Louisiana, ANR said it is still unable to make deliveries between Grand Chenier and Eunice Station. The dehydration facilities are expected to be returned to service in late June. ANR also anticipates restoration of service at the West Cameron 165 offshore interconnect in late June. In addition, ANR said engine maintenance at Marshfield (WI) Compressor Station will continue through June 3, reducing total Viking-Marshfield receipt capacity by 90 MMcf/d (leaving 231 MMcf/d available). Based on current nominations at Viking-Marshfield, ANR expects the reduction to cause curtailment of Firm Secondary and IT nominations.
