Indicating that linepack is rising to undesirable levels, Texas Eastern said effective Wednesday until further notice it cannot accept requests for resolution of incremental due-pipe imbalances or creation of due-shipper imbalances. Customers need to resolve existing due-shipper imbalances, Texas Eastern said, adding that it will force balance TABS-1 pools or restrict the system as required.

NGPL reminded DSS storage customers that they are required to cycle 50% of their inventory by April 30 of each year, and any balance remaining in a DSS account on April 30 will serve to decrease that shipper’s firm injection rights during the subsequent May 1-Oct. 31 period. NGPL had previously posted a notice last month that the physical cycling requirements of its storage reservoirs would not be met to the extent necessary for the pipeline to waive the DSS seasonal cycling requirement. However, based on the current operational status of its storage reservoirs, NGPL said it has determined that it is now able to waive the cycling requirement for all DSS shippers for the contract year ending April 30. The pipeline added that any shipper who expects to have storage inventory remaining under any DSS agreement on April 30 may maximize its May 1-Oct. 31 firm injection rights by having NGPL provide the Cycling Option for all or some of its remaining inventory. The maximum Cycling Option rate is 84 cents per dekatherm of inventory cycled, NGPL noted. But until April 30, it is offering to cycle all volumes up to a shipper’s entire remaining DSS account balance at a discounted Cycling Option Rate of 20 cents/Dth.

CenterPoint will begin pipe integrity work Friday on Line O-1-O and estimates that it will be completed by May 31. The project will require isolation of sections of the line, reduction of pressures and restriction of volumes, the pipeline said. Certain gas supplies connected to the lines may be reduced, shut in or diverted to other lines during this work. Capacity to move gas west to east from Chandler Compressor Station to Dunn Compressor Station will be reduced by an estimated 150 MMcf/d. Southern Natural Gas reported that Enterprise Operating Partners LLC experienced an unscheduled outage at its Toca 1 processing plant in southeast Louisiana late Tuesday afternoon, and that night a processing plant on one of Southern’s supply interconnects also experienced an unscheduled outage. Both plants returned to service early Wednesday morning, the pipeline said. As a result of these outages, delivery point operators along Southern’s south system will experience a gas stream with higher Btu values and heavier hydrocarbon content than normal for a period of several hours some time during the next one to three days, it added.
